Existing Dibe Siding Track #2 (next to Siding Track #1) approamately 1,800 feet, to east of the Highland Road at-
grade rail crossing at MP 271.32. Construct two new rail bridges to carry both the main track and Siding Track #1
over Little Creek at MP 271.48. Equipment includes typical construction equipment such as backhoes, dump
trucks, dozers, excavators and cranes.

E. Impact Justification and Mitigation
E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:*
Storage improvements were considered on the opposite side of the main track from the existing storage siding.
i However, if the existing siding track was not utilized for the improvements, construction on the other side of the
mainline tracks vrould result in more impacts to the natural environment, including an increase in the length of
stream channel impacts and the acreage of wetland impacts.
1b. Specificallydescribe measures taken to avoid or minimize the proposed impacts through construction techniques:*
The NCDOT "Best Management Practices for Protection of Surface Waters" will be implemented where practicable
to control stormwater runoff and minimize wetland impacts.
