Just a few questions/clarifications required on this one:
1) The wetlands on the north side of the road appear to be in an existing utility line right
of way/easement area, which are already in an herbaceous state, so I question the need
for hand clearing impacts on this side of the road for the length of the project.
2) Is the utility line on the north side of the road going to be relocated as a result of the
DOT project? If so, will there be any fill impacts to the wetlands associated with the
relocation? If so, then they will need to be included with the proposed bridge
replacement impacts.
3) The plans show the area of excavation of the old road bed/bridge (approximately 0.60
acres) down to the current wetland elevation, and the application states that this
activity may result in wetland restoration to offset the near 0.25 acre of wetland fill
associated with the bridge replacement. Due to soil compaction, unless the NC DOT
plans to rip and disc the soils within this excavation area, plant, and monitor for
successful restoration, the NC DOT will need to provide compensatory mitigation
sufficient to offset the fill impacts of 0.25 acre at a 1:1 ratio.
