Coleen - Here is a 2007 email thread regarding a discharge to Stanly County from an Alcoa 'abatement' project at the Badin
site. I am forwarding it because it mentions the presence of PCBs in the discharge, which I didn't remember until I read it

This may just be an FYI for now, but I thought Pretreatment should know about it and you can decide if PERCS needs to
follow up on it.
It appears from this email thread that a contractor is doing some cleanup work inside the Alcoa Badin Works and wants to
discharge filtered water to the Stanly County WWTP. The 11/8 email below from Stacy Atkins (contractor) to Donna Davis
(Stanly County) says the materials "contain asbestos, lead-based paint, and trace levels of PCBs (far below NC & EPA
regulatory levels)." Potentially haz waste, though it doesn't say one way or the other. No data, no HW characterization.
If this discharge does include haz waste and the County agrees to take it, the wastewater is no longer subject to RCRA
requirements. If that's acceptable
We're in the middle of negotiating a permit settlement with Alcoa. Let me know if you want to know more.

Can you please take a look at the email below from Stacey Adkins of The
EI Group in Charlotte, to Donna Davis, director of Stanly County
Utilities. They are doing some abatement work at Alcoa Badin Works and
Stanly County needs to know if our permit covers this type of work? I'm
not sure if you are the one who actually wrote our permit or not, and if
you are not the person that this needs to go to, could you please
forward this to them and let me know. They are also in a hurry to get
this done, so I would appreciate a reply as soon as you can get back to

we will be performing an abatement project of materials associated with
inactive reactor units located in the pot room courtyards at Alcoa Badin
works. Abatement includes materials that contain asbestos, lead-based

Water will be filtered once through an 20-micron filter, then through a
5-micron filter prior to discharge into the sanitary sewer system. The
majority of the water filtered and discharged will be from the
decontamination shower units. Gross waste and water associated with the
