2017 PAR Narrative
GENERAL INFORMATION:
GENERAL PROGRAM INFORMATION
• HWA, LTMP, ERP, IWS, SUO and Permits are up to date.
• Dates and information on the Division's Pretreatment Program Information Sheet are
correct.
A copy of our Program Info sheet is enclosed.
GENERAL PERMIT INFORMATION:
• No permits lapsed or expired prior to renewal
• Semprius and Walmart Distribution permits were dropped during the 2017 PAR year.
SIU INFORMATION:
Mars Petcare (IUP # 0011, Pet Foods)
SNC and other INFORMATION:
SIU was not in SNC this PAR Year.
Please note on the IDSF form that: Arsenic, Cadmium, Chromium, Lead, Mercury, Nickel, Selenium,
Silver, Molybdenum and Ammoma were listed as not required for the 1" 6 month period because our
LTMP annual monitoring requirements for these parameters were met in the second 6 month period.
Cyanide is not required on our LTMP
Semprius Incorporated (IUP # 0017, Solar Cell Manufacturing)
No sampling was performed for Semprius in 2017. No personnel were onsite at the company starting
in January 2017 and no company representative could be reached by phone. The City was contacted
by Brad Howells, of Klemerman & Associates, who were contracted to close out the facility. The site
was visited on March 28th, 2017 and it was verified that all manufacturing equipment and process
chemicals had been removed from the site. Request was made by the City to drop the Semprius
permit on May 2
nd, 2017 and approval was received from PERCS on May 16th, 2017.

Wal-Mart Distribution Center #6091 (IUP #0016, Cold Food Distribution)
SNC and Other INFORMATION:
SIU was in SNC for the 1" six month period this PAR Year.
Wal -mart installed condenser fans on its cooling tower in early 2017 which eliminated cooling tower
bleed off flow. The change in the cooling tower reduced its waste water discharge significantly. The
discharge is now composed primarily of water used to clean its refrigerated storage areas and truck
servicing area. No manufacturing takes place at the facility.
Wal -mart's permit limits are concentration based and several of its parameters exceeded limits in the
first six month period of 2017. Wal -mart was in SNC for TKN, COD, and Phosphorus limits. The
poundage of pollutants discharged was low and is summarized for the January to June 2017 period in
the following table:

The above table demonstrates that the pollutant discharge poundage amounts are not significant in
relation to the HWRF loading capacities.
Since the Wal -mart facility does not contribute significant loading to the Henderson Water
Reclamation Facility, rather than taking further enforcement actions the City requested that the SILT
permit 0016 for Walmart Distribution be dropped
Request was made by the City to drop the Wal -mart permit on August 4"', 2017 and approval was
received from PERCS on September 11th, 2017.
Please note on the IDSF form that: Arsenic, Cadmium, Chromium, Lead, Mercury, Nickel, Selenium,
Silver, Molybdenum and Ammonia were listed as not required for the 1 st 6 month period. These
parameters were not analyzed in the second 6 month period due to the permit being dropped.
Cyanide is not required on our LTMP.
Flow data for 4/22/17-4/25/17was not evaluated for compliance due to the large amount of debris in
the flow meter channel giving false high readings.
One sample for pH, TSS, COD and TKN was taken in the second six month period. SNC
determination was not made for second 6 month period due to permit being dropped.
