8. PROJECT SUMMARY: The applicant proposes to expand an existing private docking facility
along the edge of Banks Channel.

9. PROJECT DESCRIPTION
The project site is located at 112 N. Channel Drive, adjacent to Banks Channel in the Town of Wrightsville
Beach, New Hanover County. To locate the project site from the WiRO take US Hwy 74/76 to Wrightsville
Beach. Travel across the drawbridge and keep right on Causeway Drive. Turn left on N. Channel Drive,
just before the Causeway Bridge leading to the barrier island. Travel 0.1 miles and the property of interest
is located on the right side of the road.
The project site is approximately 0. 18 acres in size, on which the applicant currently maintains a single-
family residence. The high ground is vegetated primarily with maintained lawn grass and ornamental
landscaping. The project site has approximately 88.3' of shoreline frontage along Banks Channel, which
is stabilized by a concrete bulkhead, and Normal High Water (NHW) is approximately 20' waterward of
the bulkhead. Immediately waterward of the bulkhead is a sandy beach area that is void of vegetation. There
are no Coastal Wetlands on the property, although there is Smooth Cordgrass (Spartina alterniora) to the
North and South of the property along the neighbors' shorelines. At the property, the applicant also
maintains a private docking facility, which consists of a fixed pier (6' x 135') that extends in an easterly
direction into Banks Channel. At the terminus, there is a fixed "L -head" covered platform (15' x 16'), which
connects (via ramp) to a floating dock (16'x 8'). A 14' x 14' boatlift exists along the southern side of the
floating dock. The property to the north is a public right of way owned by the Town of Wrightsville Beach.
There is an existing storm water outfall with riprap located on the shoreline of the Town property. The
property to the south is developed with a single-family residence, bulkhead and a docking facility that is
approximately 24' from the subject docking facility. According to the application package, existing water
depths surrounding the existing docking facility are approximately -6.0' at normal low water (NLW). The
original facility was authorized via General Permit No. 61541D issued to Smith on 3/1/13. The addition of
a second boat lift and new finger was authorized via General Permit No. 62697D issued to Smith on 2/5/14,
however, it appears those changes were never made. General Permit No. 62601D was issued to Underwood
on 4/9/14 for installation of a new boat lift in the same footprint as the originally authorized boat lift.
The Town of Wrightsville Beach Land Use Plan classifies adjacent waters and high ground portion of the
property as Conservation. The waters of Banks Channel are classified SB by the Division of Water
Resources. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine
Fisheries and they are CLOSED to the harvest of shellfish.
PROPOSED PROJECT
The applicant proposes to expand an existing private docking facility along the edge of Banks Channel.
The configuration of the existing docking facility currently provides dockage for up to two (2) vessels. The
application states the existing pier, gazebo, floating dock, and boat lift would remain in place with no
modifications or expansions; however, two new sections of floating dock, one measuring 4' by 6' and the
other measuring 8' by 16' would be installed just south of the existing fixed gazebo. The floating docks
would be accessed via a ramp from the gazebo. The 8' by 16' section of floating dock would run
perpendicular to the shoreline and would be installed approximately F from the adjacent 15' riparian
corridor setback area to the south. Along the northern edge of the waterward end of the 8' by 16' float
would be a 4' by 6' floating finger pier. As designed, the proposed facility would provide dockage for up
to three (3) vessels. The application states that existing water depths in the vicinity of the proposed docking
facility are -6.0' at NLW. In total, the existing facility extends approximately 150' into a waterbody
measuring approximately 800' in width. The proposed additions would not be any more waterward than
the existing facility.

10. ANTICIPATED EVIPACTS
The proposed structures would incorporate an additional approximately 152 ft' of Estuarine Waters and
Pubic Trust Area. The proposed structures would extend approximately 150' into a waterbody, which
measures approximately 800' across. This distance conforms to the quarter width of the waterbody and the
established Wrightsville Beach pier -head alignment. The proposed structures would not encroach into either
adjacent 15' Riparian Corridor Setback Areas. The facility would accommodate up to three (3) vessels
within water depths of approximately -6.0' at NLW. Minor increases in turbidity should be expected during
construction.
