9. PROJECT DESCRIPTION:
The project site is located towards the end of Washington Acres Road (Lot #10), adjacent to the
AIWW, in Long Point Estates, Hampstead, Pender County. To access the site from Wilmington,
take US Hwy 17 N. Travel approximately 11 miles to Washington Acres Road. Turn right onto
Washington Acres Road and travel approximately 1.8 miles to the Atlantic Intracoastal
Waterway. The site is located ahead and on the left, though the pillars of Long Point Estates.
The subject property is void of any made -made development with exception of a small lift
station near the edge of the road. Several Live Oak (Quercus virginiana) trees comprise the only
mature vegetation on the property, and are scattered throughout. Understory growth consist of
lawn grasses and native scrub vegetation. The high ground transitions to the waters edge where
a narrow band of wetland is present, including: Salt Meadow Hay (Spartina patens), Glasswort
(Salicornia sp.) and Salt Marsh Cordgrass (Spartina alterniflora). The property's shoreline
(approximately 114' in width) is naturally stabilized with both scrub vegetation, and Coastal
Wetlands. Current water depth adjacent to the proposed boatslips is approximately —2.3' to -4.3'
relative to Normal Low Water (NLW). Water depths were provided by the authorized agent of
the applicant, and were obtained via soundings at low water on 1/15/18.
The width of the waterbody in the location of the proposed docking facility is approximately 58'-
60' from the edge of marsh on one side to the edge of marsh opposite, allowing a maximum
distance of 14'-15' beyond the nearshore edge of marsh.
The canal has a documented history of dredging, as documented in CAMA Major/Dredge and
Fill Permit 175-07, which was issued to Mill Creek Waterway Restoration, Inc. According to the
permit, the subject channel was dredge at a width of approximately 25', along the centerline.
The waters of the AIWW adjacent to the project site are classified as SA-ORW by the North
Carolina Division of Water Resources. They are designated as a Primary Nursery Area (PNA)
by the North Carolina Division of Marine Fisheries, and they are CLOSED to the harvest of
shellfish.
PROPOSED PROJECT:
The applicant is proposing to construct a 3 -slip docking facility within an existing mad -made
canal. As indicated in the permit application, the property owner is requesting authorization to
install a 6' x 40' access pier, 14' x 16' uncovered platform, 10' x 12' boatlift and 6' x 60' section
of floating dock. Per the site plan drawing, the proposed pier would originate from high ground
and would extend toward the canal along the southern side of the property. The pier- would
terminate just inshore of the waterbodies'/4 width alignment, and would provide access to the
proposed boatlift, 14' x 16' platform and 6' x 60' floating dock.

The proposed boatlift would be located along the southern side of the proposed pier, and would
rest just outside of the adjacentl5' riparian corridor setback, and also just inshore of the
waterbodies 1/4 width alignment. A 14' x 16' uncovered platform would be located along the
northern side of the proposed pier. Due to the narrow width of the waterbody, in the location of
the project, the proposed platform would partially be located over Coastal Wetlands. As shown
on the site plan drawings, approximately 6'-7' feet of the platform (or approximately 112 sq. ft.)
would be located over Salt Marsh Cordgrass. The remaining portion of the platform would be
located over open water and would rest inshore of the 1/4 width alignment. The proposed 6' x 60'
section of floating dock would be installed just offshore of the proposed platform, between the
platform and the 1/4 width alignment. This structure would align with the end of the pier as well
as the proposed boatlift.
As designed, the proposed floating dock would run parallel with the shoreline and would stop
just short of the adjacent 15' riparian corridor setback, along the northern side of the property.
Water depths along the inside section of the proposed floating dock are approximately -2.3', at
Normal Low Water and approximately -4.3' along the outer edge of the proposed floating dock.
10. ANTICIPATED IMPACTS
The proposed pier system construction would incorporate 728 sq. ft. of Estuarine Waters and
Pubic Trust Area and would shade approximately 112 square feet of coastal wetlands. The
proposed docking structure would not encroach into the adjacent 15' Riparian Corridor Setback
Areas, nor would it extend beyond the 1/4 width limitation (approximately 15' beyond the edge of
marsh). Minor increases in turbidity should be expected; however, no long term impacts are
anticipated.

Sitting Area and Floating Dock Project
My client, Jerry Hedge, at lot 10 Long Point Estates, wishes to install a 6 ft. wide walkway with
a 16 X 14 sitting area to the North along with a 6 X 60 floating dock to the North.
To the South of the walkway he would like to put a boatlift in to accommodate a flat bottom
boat. The outer edge of all of his structures would be 14 ft. of the bank which would be 1/4 the
width of the channel. The water depth at 14 ft. of the bank is 4 ft. 3 in. at low tide. On the back
side of his floating dock the water depth is approximately 2 ft. 3 in.
