Dear Ms. Beckwith:
Please accept for reauthorization this resubmittal of North Carolina Department of
Transportation's (NCDOT) application to replace timber Bridge No. 273 over Messer Branch in
Haywood County. The proposed 3-sided bottomless box culvert is still under construction and re-
verification of the NWP 3 is needed to complete the work. The contractor on this design-build
contract has experienced unanticipated (but avoidable) delays associated with construction
dif�culties and planning mishaps.
In addition to requesting reauthorization, we are notifying you that the culvert plan has changed
slightly from that submitted to your of�ce on November 18, 2015. Specifically, a 4 foot
extension of the culvert outlet and headwall was added downstream. The culvert inlet and
headwall may be shifted downstream on the upstream end, but that may not be possible pending a
determination of relief from road shoulder and guardrail separation requirements. However,
changes to the previously authorized permanent stream impacts (rip rap protection upstream,
under, and downstream of the culvert) throughout the project are not proposed.
Included in this submittal are a mark-up drawing with the minor plan change, the original permit
application, and other supporting information for your review.

Determination about potential effects of this project on listed species made in the original permit
request remain valid. All tree clearing has been completed and the project area is several miles
from a"red huc" for northern long-eared bats. The bridge was inspected for bat usage and no
evidence was found.
Remedial directives prescribed in your June 21, 20171etter allowing work to resume on this
project following intrusion onto the historic property have been completed with exception of the
pre-existing ground surface restoration. The crane pad is still needed to complete the phase two
culvert sections. However, we anticipate this work be completed soon (pending permit
authorization).
By copy of this letter, we request reauthorization from Mr. Kevin Barnett of the companion
Water Quality Certi�cation that was issued for the project.
