1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The project is being designed with the minimum setback from the road as directed by the City of Raleigh. The
house footprint has been angled and shifted to the eastern side of the property to minimize impacts in buffer
zone 2. This design technique also places the house in a portion of the buffer that currently contains minimal
vegetation and avoids areas of buffer zone 2 that currently contain relatively more woody vegetation..
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction
techniques. Sediment and erosion control measures including silt fence and diffuse flow outlets will be
installed prior to any construction mobilization. Existing vegetation in buffer zone 2 is limited, however any
buffer zone 2 vegetation not within the proposed construction footprint will be protected and preserved.

RIPARIAN BUFFER AUTHORIZATION FORM —ATTACHED INFORMATION
E. Diffuse Flow Plan The landscape position of the property is within a topographic high
area. As a result, stormwater outside of the property is conveyed to
the unnamed tributary (UT) to Walnut Creek via stormwater inlets
located along Battery Drive and overland flow. Currently in the
property's undeveloped state stormwater generated from within
the property flows via overland flow to the northwest, north, and
northeast towards UT to Walnut Creek.
Three sources of stormwater will exist within the property following
construction of the proposed house.
1. The first source is the HVAC unit on the east side of the
proposed house. The impervious area is 16 sqft and will be
designed and constructed to not result in concentrated
flows.
2. The second source includes the driveway and walkway on
the south side of the proposed house. The impervious area
for these features is 482.6 sqft. Stormwater generated from
these surfaces will runoff into a landscaped yard consisting
of grass and woody shrub vegetation. The stormwater from
the driveway and walkway will be designed and constructed
to not result in areas of concentrated flow.
3. The third source of stormwater runoff from the proposed
house will be from the roof of the house (1,549.5 sqft).
Stormwater from the roof will be conveyed via gutters to
downspouts located along the foundation of the house. The
gutter downspouts will be fitted with extensions and
directed towards landscaped areas that will include grass
and woody shrub vegetation to diffuse the concentrated
flows. If site conditions do not allow forthis type of diffuse
flow, then gutters will be fitted with a manufactured diffuse
flow extension.
During construction disturbed areas will be temporary seeded.
Before construction is complete the yard will be landscaped with
permanent grass and woody shrub vegetation to stabilize the soil
and provide diffuse flow for overland stormwater flow.
The gutter downspout peak flow calculation for the post -
development flow rate forthe ten-year 1 -hour storm yielded an
estimated design discharge of 0.08 cfs. The calculation is provided
below:
