This review has shown the City of Mount Airy to be in violation of the requirements found in the subject permit and/or North Carolina G.S. 143-215.1(a)(1). Enforcement decisions are based on volume spilled, volume reaching surface waters, duration, gravity, impacts to public health, fish kills and other factors.
