This project is located in Belhaven North Carolina (Beaufort County) and consists of widening a portion of Old County Road and W. Pantego Street, replacing two (2) deteriorating culverts under Old County Road and abandoning an old section of sewer service to three (3) adjacent home owners and installing new. Both creeks cross Old County Road via culvert crossing which are deteriorating and partially blocked with utilities that have impeded flow. Description of Project Location of Project This project takes place with the corporate city limits of Belhaven along W. Pantego St., Old County Rd., and Mill St. US Hwy 264 acts as the western boundary of the project, Lee St. acts as the eastern boundary and Pungo St. secures the southern boundary of the proposed area of disturbance. Type of Development This roadway widening and culvert replacement project is broken into 3 phases and will take place within the corporate limits of Belhaven. However the project will be handled as a single phase and will continue to completion. Because the widening is minimal, smaller loaders and associated pieces of equipment will be used. Necessary fill, base and asphalt will be delivered by appropriately sized trucks. The first phase, consists of widening approximately 620 linear feet of Old County Road in front of Tots-land Preschool and the US Post Office extending from the right hand fork of Shoemaker Creek (550 feet west of Lee Street) to the intersection of Mill St. and replacing an existing culvert. Phase 2 will include widening approximately 350 linear feet of Old County Road from the west limits of phase 1 to the intersection of Old County Road and Mill St., replacing an existing culvert, abandoning a gravity sewer line and relocating an existing force main. A new third phase will consist of widening approximately 400 linear feet from the west limits of phase 2 to US Hwy 264, widening approximately 550 linear feet from the east limits of phase 1 to Lee St., installing a new water telemetry cable and installing a new low pressure sewer system serving 3 residential customers near the intersection of Old County Road and Mill St.. Earth Disturbing Activities The project will involve the widening of approximately 1,920 linear feet of roadway and replacing two (2) 24-inch culverts under Old County Road. The two (2) 24" CMP culverts will be replaced with 24" RCP and existing inverts will be held. An excavator and other construction equipment normally associated with this type of work will be used. Removal and replacement of these culverts should take place from roadway. The East culvert is bisected by a gravity sewer line and a 4-inch force main from California St. that will be re-installed under the culvert. The gravity sewer line however, which collects sewer from 3 individual residences near the Old County Road and Mill St intersection, will need to be abandoned and a new low-pressure system will be installed. At each of the 3 individual residences, a new septic tank effluent pumping system (STEP) will be installed and the existing connections will be abandoned. From each residence, pumps will force sewer through a new 2" low-pressure schedule 80 force main along Mill St. within the Town owned right-of way. The force main will terminate into an existing manhole at the intersection of Mill St. and Pungo St. Existing Drainage Patterns The site drains to road side ditches which flow to the Shoemaker Creek directly or flow to other unnamed tributaries and then into the Shoemaker Creek. Shoemaker Creek flows southward into the Pantego Creek and ultimately to the Pungo River, all of which are part of the Tar-Pamlico River Basin. This work will require a small excavator in order to cut and shape swales. B. EROSION AND SEDIMENTATION CONTROL MEASURES A copy of the latest approved sediment and erosion control plan must be on file at the job site. Timely and proper attention shall be required for prevention of offsite erosion and sedimentation. Various levels of erosion control are proposed in the engineering documents. If it becomes evident that additional erosion and sedimentation control measures are needed they shall be installed immediately. A temporary cover sufficient to restrain erosion must be provided within the 21 calendar days of completion of any phase of grading. A permanent ground cover, sufficient to restrain erosion, must be provided within the shortest of 15 working or 90 calendar days after completion of the construction or development. 2. A buffer zone, sufficient to restrain sedimentation, must be maintained between the land-disturbing activity and any adjacent property or watercourses. Maintain / Do Not Disturb existing vegetative cover in areas of no construction. 3. All disturbed areas will be seeded within 30 days following construction in accordance with the seeding schedule as shown on the plans. We have attached the seeding and mulching specifications to this document which gives the rates for fertilizer, tack, seeding and mulch. 4. Temporary sediment control primarily will consist of temporary check dams placed along the existing roadside ditches. The rock check dams shall be a minimum of 1,000 LF apart and the volume of storage shall accommodate this sediment as shown on the engineering documents. In the proposed project area, the slopes on most of the roadside ditches are so flat that the spacing allows for a great amount of storage before over flowing into the next drainage system. 5. Silt fence will be utilized in areas next to blue line streams. In the location of the creek crossings, rip rap is to be placed at the opening of the storm drainage pipe to prevent erosion of the disturbed soil for the pipeline crossing. Silt fence shall also be used to prevent erosion in areas where bore pits are to be constructed and at open culvert crossings the silt fence is to be tied into the temporary sediment traps or check dams as shown in the engineering documents. If the velocity of flow through the roadside ditches is minimal lining is not required but there may be areas where the contractor will be required to place matting if with drainage ditch disturbance. 6. If the contractor chooses to place any the material on the adjacent roadway the contractor shall be required to place screening over the roadway surface prior to beginning the operations to assist in cleaning up the roadways after construction. C. TIME SEQUENCE OF OPERATIONS Construction is planned to begin April 2009. Permits are being secured now and once the project is awarded, construction will be able to start. The contractor is required under the contract to comply with all state regulations regarding erosion and sedimentation control. Once the control is in place, the contractor will begin working on installing all the utilities prior to any roadway construction. The contractor shall complete all construction within the easements and rights-of-ways as shown on the plans. All utilities must be checked and tested and any areas that can be seeded, should be done prior to any roadway preparation. Any offsite borrow which may be required for the project shall be obtained or purchased from an approved mining facility. Once the subsurface infrastructure is complete and tested, work will begin on stabilizing the roadway base. After appropriate approvals, the contractor will complete the asphalt phase and any other items associated with roadway improvements. Once construction is complete, the contractor shall finish grading and seeding remaining areas. In areas where the trench line is within the bottom of a ditch, erosion control matting shall be used to stabilize the soil. The erosion and sediment control measures are to be checked weekly and after any rainfall event.
