The project received written authorization from Mr. John Policarpo, USACE, on July 29, 2016. However, redesign was required in order to meet NCDOT design requirements which resulted in revised wetland and stream impacts. The previously submitted project details remain the same with exception to an additional stream impact at Stream C associated with a rip- rap flow diffuser below a stormwater culvert that flows into Stream C. The proposed wetland impacts result from fill slope for path construction and rip-rap apron flow diffusers placed downstream of culverts and total 0.058 (an increase of 0.024 acres of wetland impact). The proposed stream impacts are associated with culvert extensions and stormwater flow dissipation and total 82 linear feet (an increase of 69 linear feet). Mitigation was not required for the previously approved impacts; however we understand that stream mitigation will now be required. For that, we have coordinated with the Lower Cape Fear Umbrella Mitigation Bank (LCFUMB) to provide 146 linear feet of stream mitigation credits. Wetland and stream impacts are shown on sheets 6, 9 and 12 of the attached construction drawings. Ms. Emily Hughes, USACE, provided verbal/desktop approval of the jurisdictional delineation via email on February 2, 2015. A pre- application site visit was also held on June 9, 2016 between Mr. Paul Masten of AECOM and Mr. John Policarpo. The project will be receiving a federal grant administered through the NC Department of Transportation (NCDOT). A Programmatic Categorical Exclusion will be sought for TIP U-5534D. Currently there is no sidewalk and a very narrow shoulder and the shoulder is used frequently, particularly after school. 3e. Describe the overall project in detail, including the type of equipment to be used: The project will include construction of an approximately 4,000-foot long, 10-foot wide paved multi-use path along the north side of Old Fayetteville Road. This will include extension of three corrugated metal culverts at stream crossings. Typical grading and paving equipment will be used to con- struct the path.
