PROJECT SUMMARY: The applicant is proposing to perform maintenance excavation of an existing canal and the installation of a vinyl bulkhead. Peter Larson Page Two 9. PROJECT DESCRIPTION: The project site is located at 107 Coral Place Road, adjacent to Bethea Branch, a tributary to Stump Sound, in Holly Ridge, Onslow County. To get to the site from Wilmington, take US Hwy 17 North to Sound Rd., which is the first road on right after crossing NC Hwy 50 in Holly Ridge. Turn right onto Sound Rd. (which will turn into Morris Landing Rd. there is a sharp left turn you will need to keep right here to get on Morris Landing Road.) and travel approximately 3 miles to Hardison Rd. Turn left onto Hardison Rd. and travel approximately 0.5 miles. Coral Place Road is on the right. Take a right into Coral Place Road and the project site is the first house on the left. There is currently a residential dwelling on the lot. The property is approximately 1.1 acres. The current elevation of the property ranges from 0' above normal water level to approximately 6' above normal water level. The project site is adjacent to residential property to the east, vacant property to the south and west, and the Bethea Branch to the north, The highground portion of the property is vegetated primarily with lawn grasses and ornamental plants. Coastal wetlands are present at the site. There is high marsh that measures approximately 5' -1 0' in width and consists of Salt Meadow Grass (Spartina Patens), and Salt Marsh Cordgrass (Spartina alterniflora). There is a low marsh consisting of salt marsh cordgrass that measures approximately 40' in width and 90'+ in length. Judging by aerial photography ofthis area the Bethea Branch has filled in at the head of the creek. This has provided the favorable habitat for the re-colonization of salt marsh cordgrass vegetation. The portion ofthe Bethea Branch in front of the applicant's property is currently silted in and vegetated with salt marsh cord grass. The area is currently dry at low water and has maybe 6" of water at high water. The applicant states that the majority of the sediment has come from the installation of the culvert under Hardison Rd. The applicant states that a permit was issued at this location to an Elizabeth Lewis in 1972 or 1973 by the US Army Corps of Engineers authorizing the creation of a boat basin. In addition, CAMA Major permit # 3-07 was issued to a Wayne Lanier for the excavation of the mouth of the Bethea Branch, the two canals and the access channel to Stump Sound, The Onslow County Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated Bethea Branch as a Primary Nursery Area, and the waters adjacent to the proposed project are open to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to perform maintenance excavation of a previously dredged channel. The applicant states that they will use mechanical dredging, The applicant is proposing to excavate an area measuring approximately 20' in width by 300' in length to a final depth of -2,5' @ NL W. The applicant states that this is to open the channel for use of the property owners. The spoil material will be deposited on a lot located at the end of Coral Place Road and will be contained by a silt fence. This is the location that material was deposited when the area was originally dredged, The applicant is also proposing to install 68 linear feet of vinyl bulkhead. The bulkhead would be located landward of the coastal wetlands. 10. Ai"{TICIPATED IMPACTS The proposed excavation would result in the removal of approximately 500 cubic yards of spoil material. The proposed excavation would result in the removal of approximately 2,000 ft.2 of coastal wetlands. The proposed disposal of the excavated material would result in disturbance of approximately 11,360 ft.2 of high ground, The dredging operation would likely result in a temporary increase in turbidity, Submitted by: J.
