Project Setting
The project is associated with the development of a Reverse Osmosis Water Treatment plant to
be located on the southwest side of Engelhard on land formerly used for row crop production near the
intersection of SR 1311 (North Lake Road) and HWY 264 in Hyde County, North Carolina. An effluent
discharge line will be installed in the road shoulder from the plant site on SR 1311 northwest to SR 1315
(Swamp Road) then down SR 1315 to and across HWY 264 then down an existing causeway through
Coastal Wetland marsh to an existing NC Wildlife Resources Boating Access Area (NCWRC BAA) on Far
Creek. The effluent discharge line will then extend 1,960' offshore into Far Creek approximately 250'
north of the existing Federal Navigation Channel.
As stated earlier the treatment plant will be constructed in what was cropland. The effluent
transmition line will be installed in 3 miles of existing state maintained road shoulders. In some areas
the road shoulder is adjacent to tidal ditches and associated Coastal Wetlands. The filled causeway to
the NC WRC BAA contains three culvert pipes that pass through the causeway facilitating an enhanced
tidal connection to a large area of Coastal Wetlands marsh on the south side of the causeway. The pipes
were installed in 2008 as part of a NC Department of Transportation (NCDOT) mitigation requirement
resulting from an adjacent bridge replacement project. The NC WRC BAA is situated at the mouth of
Kitty Creek at it's confluence with Far Creek. The BAA has a single boat ramp and launch pier that
launches into the mouth of a man made canal off Kitty Creek. There is a fringe of Coastal Wetlands
along the shoreline of the BAA consisting of Spartina alterniflora and Juncus roemerianus. There is a
marked navigation channel to the boat ramp that travels across the front and down one side of the
Boating Access Site.
With the exception of the maintained Federal Navigation Channel, Far Creek in the affected area
is a shallow (less than 4' of water depth) tributary off the Pamlico Sound. At the terminal end/discharge
point, Far Creek has width of approximately 1,400' and the depth of the creek is 3'. Far Creek has
virtually no flow other than the affects and stormwater runoff as lunar tides are not discernable.
Negative flows are possible over an extended period of time lasting as much as 24hrs or more during a
wind tide event. The lower undeveloped half of Far Creek is characterized by expansive Coastal
Wetlands marsh, shallow water depths and a soft bottom substrate. The Federal Navigation Channel in
Far Creek terminates into a developed commercial fishing harbor in the upper half of the creek. Far
Creek and Kitty Creek are designated as Primary Nursery Areas by the Division of Marine Fisheries. Far
Creek is classified as SA HQW by the Environmental Management Commission.
Project Description
The 4// discharge line is to be trenched in place a minimum of 3' below grade using traditional
trenching equipment from the water treatment plant to the WRC BAA with the exception of driveway
and culvert crossings. A directional bore will be used to cross some driveways and all culvert crossings
as well as install the line from HWY 264 down the causeway to the WRC BAA. The line will then be
installed with the directional bore equipment 1,960' offshore from the BAA to the proposed discharge
point. The discharge pipe will be installed 7' to 8' below the bottom of Far Creek. The terminal end of

the 4" discharge pipe will be anchored in place with a I' x 2' concrete header. There will be a 3" pinch
valve fitted on the end of the pipe to diffuse the effluent. The pinch valve and concrete collar will
extend 18" above the bottom of Far Creek. Water depths at the terminus of the pipe are 3'. A 3' tall x
6" diameter floating marker bouy and I' x 1.5' pile supported warning sign will be installed at the
discharge location.
The proposed water treatment plant is expected to produce 300gpm or 430,000 gallons per day.
The effluent from this production will be 75 gpm or 108,000 gallons per day. The effluent is a saline
solution with a predicted salinity of 5.2 ppt. Hyde County has been issued a National Pollution Discharge
Elimination System (NPDES) permit (permit no. NC0088668 issued 11 January 2008) from the NC
Division of Water Quality for the operation of the water treatment plant This project is to receive
funding from the US Department of Agriculture Rural Utilities Services and was reviewed under the
provisions of the NEPA process and received a Finding of No Significant Impact (FONSI) in 2008.
Anticipated Impacts
The installation of the 4 inch discharge pipe will result in the disturbance of 7.2 acres of uplands.
Construction of the Water Treatment Plant will disturb 3.0 acres of uplands. There will be some short
term localized turbidity from the installation of the concrete header at the terminal end of the discharge
pipe. The project will result in the discharge of a saline effluent into a shallow, low flow, sometimes
negative flow, near shore estuarine soft bottom aquatic habitat.

Major Permit application and supplemental information for review and approval by your
agency.
As discussed in an earlier telephone conversation, Hyde County is proposing to construct
a new 300 gallon per minute (gpm) water treatment plant (WTP) in the Engelhard area.
The new WTP will have a 75 gpm discharge rate with an effluent forcemain extending
from the WTP to a proposed location approximately 1,960 linear feet out into Far Creek
from the public boat ramp at the end of Kitty Island Road. The portion of the discharge
forcemain located in Far Creek will be installed using the directional bore method. Once
the forcemain is installed a single diffuser check valve will be attached below the water
surface to the end of the pipe protruding from the creek bottom. A single piled warning
sign is proposed to be located at the end of the pipe and a single marker buoy will be
attached to the diffuser valve concrete anchor.

Engelhard Reverse Osmosis Water Treatment Plant
CAMA Major Permit Application
Narrative
The Hyde County Water System serves the communities of Swan Quarter, Engelhard, Fairfield, Scranton and
various other communities and rural areas in Hyde County, North Carolina, and a potion of Beaufort County in
the Pungo community. The system is in the Tar-Pamlico River Basin and supplies water to approximately
1816 customers.
The proposed Water System Expansion project consists of the construction of a 300 gpm Reverse Osmosis
(RIO) water treatment plant (WTP) on SR 1311 approximately 1000 ft. north of the intersection with US Hwy
264 in the Engelhard area. The project also includes a remote well site approximately 2000 LF from the WTP
site and an effluent discharge main from the WTP site to Far Creek. The WTP site will be approximately 2-3
acres, the remote well site will be 1 acre, and the effluent transmission main will be approximately 3.5 miles in
length and be located within the previously disturbed road shoulder of SR 1311 and SR 1315.
A 4-inch pipeline from the proposed WTP site to Far Creek will be constructed in the previously disturbed
NCDOT highway right-of-way of SR 1311 and SR 1315 for disposal of the effluent into Far Creek.
Construction of all pipe work will be confined to the previously disturbed NCDOT highway right-of-way (see
attached NCDOT Encroachment Agreement) and obtained utility easements (see attached easement map for
NC- WRC boat ramp property). At feasible stream crossings, the directional bore method will be used. This
innovative drilling process will consequently have no impact to water quality since the waterlines are pulled
completely under the stream bed. The installation of the proposed diffuser at the end of the discharge main will
aid in the dispersion of WTP effluent in Far Creek. The use of the diffuser will expand the point of contact of
the effluent into the receiving water. The proposed WTP, operating at an 80% recovery rate, is expected to
produce finished water at a rate of 300 gpm (432,000 gallons per day) and have an effluent discharge rate of75
gpm (108,000 gallons per day). Salinity for the expected effluent discharge was calculated as 5.2 ppt.
The subject project has been reviewed through the NC Clearinghouse Environmental Review Process (SCH#
06-E-000-0194 and 07-E-0000-0264). On February 23, 2007, NCDENR stated in a memorandum, the
Division of Marine Fisheries had concerns with the originally proposed discharge location. NCDENR
requested Hyde County work with NCDMF to make appropriate adjustments to avoid a Primary Nursery Area.
In the 2/23/07 memorandum, it was stated, "Our (NCDENR) final approval of the FONSI will depend on this
area being avoided."
Hyde County has performed sampling, monitoring, and modeling of the proposed effluent and receiving
waters. A study of sediment, benthic fauna and water quality was done to provide a "snap-shot" of existing
conditions in the vicinity of the proposed outfall. Site specific data (ie. flow rates, water quality, aquatic
habitat, biota, etc.) and modeling were presented in the following reports: CORMIX Model prepared by
Groundwater Management Associates, Inc.; Short Term Evaluation of Currents near Engelhard prepared by
Coastal Geoconsultants, Inc.; A Report on the Characteristics of the Sediments and Benthic Micro Found in
the Vicinity of the Proposed Engelhard RIO Outfall prepared by William W. Kirby-Smith, Ph.D.
The above information was provided to those agencies with expressed concerns for review in a letter dated
June 15, 2007. In a memorandum from NCDENR dated July 17, 2007, it was stated, "This is to advise the
information provided regarding the subject project satisfactorily resolves previously expressed concerns and
comments." According to NCDENR, the project has been found to have no significant impact to the
surrounding environment (see included Review Agency Correspondence).
As required by law, DWQ has issued a National Pollution Discharge Elimination System (NPDES) permit for
the WTP operation (see attached NPDES Permit # NC0088668). The proposed WTP's effluent will be
regulated by the tenns of the NPDES permit which includes effluent discharge parameters as well as
monitoring and reporting requirements.

No adverse consequences to land resources are expected to occur as a result of the proposed activity except for
the conversion of the proposed site from open space to a municipal water treatment and distribution facility.
No impacts are expected from the proposed lines because of location in the highway right-of-way and obtained
utility easements. Since no service connections will be allowed on the proposed 6" transmission main
extending from the WTP to the existing 6" line on SR 1311, no negative impacts to these resources are
expected as a result ofthe installation of the proposed piping. Impacts to the area's land resource may occur if
other facilitating factors such as jobs and additional infrastructure were available. There may be a minimal
amount of population growth as a result of the proposed project. Since a safe and reliable source of drinking
water will be available, the area may become attractive for potential residential development.
The selected WTP site, well site, and pipeline routes were chosen due to financial feasibility constraints. The
selected alternative to locate the effluent diffuser in Far Creek was chosen as a result of the recommendation
made by NCDENR - DWQ.
There are no permanent wetland disturbances, filling or draining, expected to be a part of this project. The
only area where potential impacts to wetlands could occur would be near the discharge point at Far Creek.
Currently the installation of the discharge pipe will be accomplished with the directional bore method.
Directional boring will allow the placement of the proposed pipe below grade without disturbing the surface.
No large-scale new development is expected because the water system will be designed with only sufficient
capacity to serving existing development and modest growth. The proposed project does not conflict with the
approved Hyde County Land Use Plan.
All proposed piping to be located within the floodplain will be located below grade and will have no direct
impact to the function of the floodplain. The elements of the proposed WTP construction located above
ground are not expected to increase the potential for flooding or impair the function of the floodplain.
Structures' finished floor elevation and critical equipment will be constructed above the 500-year floodplain
elevation. The area of the proposed WTP building is considered insignificant in relation to the overall area of
the floodplain in Hyde County. The direct impacts to the existing area's floodplain are expected to be
minimal. The secondary and cumulative impacts to the subject resource resulting from the proposed WTP
project are considered to be negligible.

The purpose of the project is to provide a diffused effluent discharge location for the new Hyde County Reverse Osmosis
Water Treatment Plant. Currently under construction.

Approximately 1,960 LF of 4-inch HDPE forcemain will be installed using the directionally bored method. A boring rig will be
setup on a upland area near the boat ramp at the end of SR 1315. A single diffuser pinch valve will be attached to the end of
the forcemain on the bottom of Far Creek. A single piled warning sign is proposed to be located at the end of the pipe and a
single marker buoy will be attached to the diffuser valve concrete anchor. (see attached narrative)
