Land in the vicinity of the project is used by the military for various purposes, There is an existing guard shack in the
project vicinity along with currently operating inbound and outbound lanes (Curtis Road),

A previous delineation which included a larger project boundary included 175.68 acres. This specific project area
contains -2,0 acres of wetlands

The purpose of the proposed project is to enhance vehicle entry control at the Main Gate at MCAS New River, therefore,
improving physical security of the base.
3e. Describe the overall project in detail, including the type of equipment to be used:
The project will include the construction of a new gate house along Curtis Road and the maintenance of three inbound
lanes. A second inbound lane will be constructed. Equipment will include sediment traps and silt fencing for the control
of sediment and erosion during construction. Standard equipment will be used to excavate the area for the second
inbound lane.

1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Proposed impacts have been minimized to the maximum extent practicable. However, the project includes a road
widening and security gatehouse installation, which must be located at the intersection of Curtis Road and Robert Wilson
Blvd in order to be effective. The wetlands to be impacted are located along an existing road and are not high quality.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques,
Silt fencing and sediment traps will be used during construction to further minimize wetland impacts due to sediment and
erosion. Impacts will be strictly limited to the above mentioned acreage.

The stormwater collection and management plan will consist of road-side swales that will collect sheet runoff and convey
that runoff to a wet detention basin. The basin will be designed to provide a permanent pool volume equal to the water
quality volume as required by NCDENR, allowing for a sediment accumulation of one foot. In addition, the pond is
designed to provide extended detention (>48 hours) for water quality volume above the permanent pool. In addition, the
pond is designed to control discharge rates of the 1-year, 24-hour storm to at or below existing rates. A rip rap
emergency weir with stabilized outfall will be installed to allow discharge of larger storm events.

threatened or endangered species are known to occur in this project area.

Regions 1 and 2) is located along and to the south/southeast of Curtis Road, near the intersection with NC Highway 17, at the
main entrance to the New River Air Station, in headwater wetlands of the New River, in Camp Lejeune, Onslow County, North
Carolina.
Indicate which of the following apply:
There are wetlands on the above-described property that we strongly suggest should be delineated and surveyed. Our staff must
verify the surveyed wetland lines before the Corps 'will make a final jurisdictional determination on your property.
Because of the size of your property and our present workload, our identification and delineation of your wetlands cannot be
,accomplished in a timely manner. You may wish to employ a consultant to obtain a more timely delineation of the wetlands. Once

Clean Water Act (33 USC 1344). Unless there is a change in the law or our published regulations, this detem1ination may be
relied upon for a period not to exceed five years from the date ofthis notification.

M:ma~ement to determine their requirements.
Please be aware that this property also contains non~jurisdictional, isolated wetlands. Please contact the North Carolina
Division of Water Quality at (919) 733~1786 to discuss the State's regulations and requirements for these waters.
Placement of dredged or fiU material in wetlands on this property without a Department of the Anny permit is in
most cases a violation of Section 301 of the Clean Water Act (33 USC 1311), A permit is not required for work on
