The Ecosystem Enhancement Program is proposing to repair a small segment (approximately 75 feet) of Smith
Creek located in Wake Forest, North Carolina adjacent to the town soccer fields, Please review the attached Pre-
Construction Notification (PCN) form for this work. Included in this packet is the PCN, map to the site, and construction
drawings. The work is planned for April 2009.
This repair is being designed and overseen by Greg Jennings of North Carolina State University. If there are any

3. Project Description
3a Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application
Site is within a riparian conservation easement along a restored stream channel. The easement has been assessed as land cover type
3242 unmanaged deciduous upland shrub land, but is planted to grow into land cover type 413 broadleaf deciduous wet hardwoods.
Paralleling the conservation easement on the west is a sanitary sewer easement which is assessed as 3119 other unmanaged
herbaceous cover. This easement is mowed every few years to allow for possible access for maintenance,
The entire stream and easements are surrounded by recently constructed homes within the Heritage Lake subdivision and golf
community, The housing to the west has been assessed as land use 1,01,01,03 medium low density detached dwellings while the
housing to the east of the stream has been assessed as 1.01.03,01 low density multi-family housing,

Stabilize and repair approximately 75 feet of eroding stream bank to prevent further bank erosion and reduce the imminent threat of
damage to the adjacent sanitary sewer line,

The outside bank of one bend of this stream is seriously eroding and is in need of repair. The outer bank will be graded and further
protected by installing root wads and brush mattresses along the outside of the bend,
I Along the inside of the bend, the bar will be graded down to allow more rapid access from rising waters, thus reducing stress on the
! outside of the bend,
A temporary diversion channel will be used to allow the work to proceed with minimal impact to stream flow, Upon completion of
the repairs, most of the temporary diversion channel will be refilled, while the remainder (if any) will be modified to become a
floodplain wetland,
A tracked excavator and tracked skid steer vehicle will be required to fully accomplish this repair.
Any suitable existing vegetation will be used as transplant material to accelerate the recovery of the site.
All impact to the buffer from construction and access will be dressed, fine graded, seeded, mulched and planted with native woody
vegetation, Impacted areas along the stream bank below bankfull will be matted with bio coir matting,
