So at Site 2 you're adding 91 feet of perm impacts to stream SB which will kick you into state mitigation since SB fill impacts are now at 355' (Sites 1 and 2 impact the same stream). Correct? And as noted, you are increasing mitigation by 111'; however, I may be incorrect, but of that additional 111', 19' is for BS at Site 3. I thought the Corps did not require mitigation for BS. The contract company is wanting to get started in the area where the modification is happening March 1St to keep the project moving.
