On December 21, 2017, the North Carolina Deparhnent of �nvironmental Quality (DEQ)
requested updated compliance boundazy maps for the James E. Rogers Energy Complex (Cliffside)
immediately for review and approval before inclusion in the final draft NPDES peimit. On January
15, 2018, Duke Energy provided an updated compliance boundary map for the Cliffside Steam
Station; however, the compliance boundazies depicted for the Cliffside facility show two Ash
Storage Areas within the footprint of the active Ash Basin. Historic drawings of the active Ash
Basin do not show these Ash Storage Areas (see Figure 2 in Duke Energy's 2003 NPDES
application for this facility, attached hereto for your convenience).
Please clarify whether these Ash Storage Areas are within the footprint of the active Ash Basin.
If you contend that the Ash Storage Areas are within this footprint, please provide sufficient
documentation to support this contention. If the Ash Storage Areas aze not within the footprint of
the active Ash Basin, please con-ect the compliance boundary map for the Cliffside facility
