Minor Modification to Major Permit
1. Malcolm S. Daniels, Jr., Manager of Wanchese Marina, LLC, has requested a Minor
Modification to Major Permit #116-14, which was issued on January 5, 2015 and expires on
December 31, 2018. The original major permit authorized upland basin excavation,
maintenance excavation, spoil disposal, reconstruction of the trawl supply warehouse,
bulkhead for shoreline stabilization, and shoreline docking facility.
2. Wanchese Marina, LLC, has requested to modify Major Permit #116-14 to install a
75'x26' (1,950 sf) travel lift area in the canal adjacent Mill Creek, 2 — 67'x4' wood
walkways/piers paralleling the travel lift area, and a 64x34' (2,176 sf) concrete travel lift
staging area in the 75' AEC (of which approximately 1,292 sf would be in the 30' buffer.)
Site address is at 4505 Mill Landing Road in Wanchese, Dare County.

3. I conducted a site visit on January 24, 2018 to review the Minor Modification request
pursuant to the provisions of reference (a) and have determined that the request meets the
requirements contained in 15A NCAC 07H .0208 USE STANDARDS. Specifically, the request
to construct a travel lift area with associates piers will comply with 07H.0208 (a) (1) (2) (5).
4. The required fee of $100, paid by Check #68260 by Hatchell Concrete, Inc., was
received by the Elizabeth City District Office on January 23, 2018.
5. It is recommended that the Minor Modification request be granted, provided all the
Permit Conditions of the original permit issued on January 5, 2015 remain in effect.

Boatlift Installation
Dear Ms. Carver:
Find enclosed seven copies of the plan revision area illustrating the new boat lift location
and concrete pad proposed for this site. I have also attached copies of the Riparian
notification, the Agent Authorization form and review fee. The adjacent riparian owner is
Willie Ethridge Seafood on both sides of this site so only one notification was sent.
The owners would like to have this lift installed this winter/spring so that it is operational
by this coming summer. The lift runways will be pile supported structural concrete. If I
can provide any addAional information, please do not hesitate to contact me.
