This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0036701. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. Remedial actions should have already been taken to correct these problems and prevent further occurrences in the future. The Division of Water Resources may pursue enforcement action for this and any additional violations of State law. To prevent further action, please respond in writing to this office within 30 days upon your receipt of this Notice of Violation regarding your plans or measures to be taken to address the indicated violations and other identified issues, if applicable. Mr. Brooks Lowder and Mr. Justin Speir assisted with the inspection. Reclaimed effluent from the High Vista WWTP was distributed to the High Vista Golf Course in October & November 2016; otherwise, the system has not been in use since the permit was issued in 2013. Signs are placed in the golf course club house notifying users that reclaimed water is used for irrigation. This notification should also extend to employees working with the reclaimed system. The irrigation pumps located in the reclaimed effluent pump house, froze and burst because of the extreme cold during the month of January. Parts for pump repairs have been purchased and a contractor has been secured to complete the repairs. The following items were determined to be non-compliant with the permit at the time of inspection: 1.There was no freeboard marker in the pond. 2.The irrigation pond was overflowing. 3.The Operation & Maintenance Plan/maintenance log had not been generated. 4.Freeboard is not being recorded weekly. 5.Records tracking the amount of reclaimed water used were not being maintained. 6.A standby generator should be available.
