Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site is currently undeveloped and sparsely forested with primarily longleaf pine with pond pine and bald cypress becoming more prevalent in wetland areas. Evidence of past land use for timber harvesting is present but the current land cover of pines does not appear to be result of silvicultural reforestation activities. The current land cover is best described as a mixture of longleaf pine forest and pond pine forest with scattered bald cypress within wetland areas and the current land use is best described as unused/unmodified lands. 3b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Impacts to jurisdictional wetlands associated with the Cypress Village subdivision have been avoided and minimized to the greatest extent practicable while still meeting the applicant's stated purpose and need. The road proposed is aligned to minimize encroachment into jurisdictional wetlands. By following an existing powerline easement, jurisdictional wetland impacts at the first crossing have been concentrated in a currently disturbed portion of the wetland. The second wetland crossing is placed at a narrow portion of the wetland to minimize the impacts associated with this crossing. The road proposed is of the minimum width necessary to safely access the homesites. In addition, standard roadside ditches, curb & gutter, and sidewalks were eliminated in favor of grassed roadside ditches that both decrease the footprint of the roadway and provide stormwater management. Building lots have been designed such that each is buildable without encroaching into jurisdictional wetlands and no driveway crossings to access homesites will need to be placed in jurisdictional wetlands. Stormwater runoff resulting from the development will be treated to provide non-erosive discharge of treated stormwater into wetland areas to maintain predevelopment hydrological conditions in wetland areas. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Erosion control measures will be implemented throughout construction in order to avoid degradation of wetland areas. All work in wetlands will be conducted from construction matting to minimize impacts to wetlands. Staging areas and material stock piles will be placed in upland areas. 2. Although not required, flood control "peak attenuation" is provided through a peak attenuation basin and Low Impact Development methodologies, including no curb & gutter, roadside ditches and grassed yard swales. The basin is designed to detain the volumetric difference between flows generated from pre to post conditions of stormwater runoff. Flows to wetlands at non-erosive velocities are provided by use oflong, shallow trapezoidal roadside ditches, grassed yard swales between residential lots, and the peak attenuation basin. The grass ditches and yard swales provide shallow flow conditions to remove sediment and treat stormwater, in addition to the peak attenuation basin that allows for further sediment removal through settlement over the runoffs detained time period. The subdivision's Low Density requirements for the coastal stormwater rules mandate a limited maximum amount of impervious area per lot. A home owner's association (HOA) will provide the maintenance ofthe stormwater management system.
