The proposed stream crossing will be the only access route to the 20-acre on the east side of the subdivision. This parcel is separated from the main portion of the site by an intermittent/perennial stream. The proposed crossing is located near the upper end of the stream segment, where the stream is intermittent. The parcel east of the site does not have access from other directions - the only existing roadway east of the parcel is private and the owners of this drive have refused the request for an access easement to this project. The overall project has been designed to avoid most wetlands on site - only impact to date has been filling of 0.06 Acres of isolated non-404 wetland. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Silt fence will be installed at limit of disturbance. The features are labeled as "A" and "B" on the attached map, initialed by Lia Myott on August 1, 2007. The Division of Water Quality (DWQ) has determined that the following: • Feature "A" is an intermittent stream on the property and transitions to a perennial stream at the flag labeled "Al". • Feature "B" is an ephemeral stream on the property. This on-site determination shall expire five (5) years from the date of this letter. This letter only addresses the intermittent/perennial status of the stream features listed above according to current DWQ standards and does not approve any activity within the streams or address features that were not observed during the site visit. It is deemed issued as long as all conditions of 15A NCAC 2H .1305 (b) are followed.
