Sullins Dee Freeman Governor Director Secretary February 25, 2009 CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Ken Beuley TKC CXXVIII, LLC 5935 Carnegie Boulevard, Suite 200 Charlotte, NC 28209 Project Name: Crate and Barrel Distribution Center REQUEST FOR MORE INFORMATION Dear Mr. Beuley: DWQ EXP # 08-0965v3 Lincoln County On February 24, 2009, the Express Review Program of the Division of Water Quality (DWQ) received your Stormwater Managemnt Plan Application for the above referenced project. The DWQ has determined that your application will require additional information. Please provide the following information so that we may continue to review your project and prevent return of your application as required by 15A NCAC 2H .0506: Additional Information Requested 1. All Wet Ponds: a. The normal (permanent) pool elevation shall be located in the midsection of the 10-foot vegetated shelf such that the bottom 6 inches of the shelf will be permanently under water while the top half will be occasionally inundated by stormwater runoff. b. Determining the required surface area of a wet pond is an iterative process (one iteration typical, after initial trial depth). Please use the average depth as computed on the supplement form to determine the surface area-to-drainage area (SA/DA) ratio from the table, and subsequently compute the required surface area. Using this process and the information provided, Wet Pond 1 was found to be inadequately sized. You may increase the surface area or pond depth. c. Planting Plan: The plants schedule table on Sheet SWMP L1 needs to be revised. Wet Pond 2 has been repeated (instead of Wet Pond 3), and the total of individual plants do not match the sum of plants from all three wet ponds. d. This office recommends the use of plunge pool (rip rap basin) at the BMP pipe outlet instead of the flat rip rap apron to further reduce pipe outlet velocities. e. The geotechnical report indicates Silty Fine Sand soils within 10.0 feet from the ground surface at most locations especially where the ponds are located. Please specify on the plans that the bottom and sides of the ponds shall be compacted, or constructed of clayey material to maintain the normal pool by preventing the water from quickly draining into the soil. 401 Oversight/Express Review Permitting Unit One 1650 Mail Service Center, Raleigh, North Carolina 27699-1650 NorthCarolina Location: 2321 Crabtree Blvd., Raleigh, North Carolina 27604 -Vaturally Phone: 919-733-17861 FAX: 919-733-6893 Internet: http://h2o.enr.state,nc.us/ncwetlands/ An Equal Opportunity 1 Affirmative Action Employer Ken Beuley 08-09650 Crate and Barrel SNIP Page 2 of 2 February 25, 2009 f.
