Dear Mr. Coates:
On December 22, 2006, the Division of Water Quality (DWQ) received your application dated December
21, 2006, to permanently impact 0.026 acres of wetlands, 5,796 square feet of Zone 1 protected riparian
buffers, 3,098 square feet of Zone 2 protected riparian buffers and 119 linear feet of stream to construct
the proposed road in Phase 2 of your residential subdivision. The DWQ has determined that your
application was incomplete and/or provided inaccurate information as discussed below. The DWQ will
require additional informationin order to process your application to impact protected wetlands and/or
streams on the subject property. Therefore, unless we receive the additional information requested below,
we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will
place this project on hold as incomplete until we receive this additional information. Please provide the
following information so that we may continue to review your project.
Additional Information Requested:
1. Please provide a detailed plan sheet for your proposed level spreaders.
2. Please provide a plan sheet that shows the cross-sections of the roadside drainage system. Be sure
to include how the stormwater flow from these ditches will be discharged as diffuse flow through
the protected riparian buffers.
3. Your level spreader worksheets do not show you are using a by-pass for your level spreaders. You
are reminded that you must follow the updated level spreader guidance that is on the DWQ website:

4. Please provide a single plan sheet with all wetlands, streams and buffers clearly marked. Be sure to
break out the buffers into Zone 1 and Zone 2 on the plan sheet.

5. If the road network for Phase 3 will also be constructed, be sure to include the lots for Phase 3 on
your plan sheet.
6. For all lots overlapping or abutting wetlands, streams and/or buffers, please include building
envelopes on the plan sheets.
7. The soil survey map included with the application is illegible. Please provide a legible version of
this map.
Please respond within three weeks of the date of this letter by sending this information to me in writing
and Mike Horan of the DWQ Raleigh Regional Office. If we do not hear from you within three weeks,
we will assume that you no longer want to pursue this project and we will consider the project as
withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
