9. PROJECT DESCRIPTION
The project site is located at 2544 Mariner's Way SE within the St. James Plantation subdivision near Southport, adjacent to the
Intracoastal Waterway, in Brunswick County. To find the project site from the Wilmington District Office, tum left off Cardinal Drive on to
Market Street. Travel 0.4 miles and tum right on to Martin Luther King Jr. Pkwy (US -74). Travel 5.3 miles and merge right on to NC -
133. Travel 0.7 miles, crossing over the Isabel Holmes Bridge, until you reach US -17. Turn left on US -17 and travel 1.1 miles, keep right
and merge onto NC -133 S/US-17 S. Travel 2.6 miles and take the US -17 exit toward Shallotte /Myrtle Beach. Continue 0.8 miles onto
US -17 S/ Ocean Hwy E. Travel 13.1 miles and then tum left on to US -17 BUS. Travel 1.7 miles and tum left on to NC -906. Continue
9.5 miles and tum left on to Maxwell Drive. Travel 0.4 miles and continue straight on to St. James Drive SE for another 2.2 miles to a
traffic circle. Take the first street (Manners Way) on the right within the traffic circle and proceed 0.5 miles, the property is on the right-
hand side.
The property is approximately 2.41 acres and is currently an unimproved south facing lot. To the East of the subject property is a vacant
lot that has a docking facility To the south of the subject property is a large marsh expanse leading to the Intracoastal Waterway. West
of the subject property are several vacant properties owned by First St. James Inc. The property has an average elevation of
approximately 4 feet above normal high water (NHW). Upland vegetation on this lot primarily consists of various pine and oak tree species
and lawn grass. 404 Jurisdictional wetlands border most of the upland area between the upland and coastal wetlands. Coastal wetlands
extend from the 404 wetland fringe and extend waterward approximately 315 feet toward the Intracoastal Waterway. Coastal wetland
species on site include Black Needlerush (Juncus roemerianus), Spike Grass (Distichlis spicata), Saltwort (Salicomia sp.), Wool Grass
(Scirpus cyperinus), and Smooth Cordgrass (Spartina altemiflora). Periwinkle snails (Littoraria irroata) and fiddler crabs (Uca pugilator)
were also found on site within the tidal marsh.
The property has approximately 270 linear feet of natural shoreline. A docking facility was authorized under General Permit #69419D on
December 15, 2017 and consists of a 400' in length and 6' in width elevated pier that connects to a 25' in length, 16' in width fixed,
partially covered platform. An access ramp leading from the west end of the existing fixed platform to a 40' in length and 6' in width
floating dock platform, running parallel to the shoreline and channel. A 16' in length by 16' in width boatlift is located on the north side of
the float. The docking facility is located within 200' of adjacent existing docking facilities to the west but has no other adjacent docks
immediately to the east. The applicants docking facility is authorized for up to two (2) vessels.
The St. James -Brunswick County 2007 Land Use Plan classifies adjacent waters and high ground portion of the property as Low Density
Residential. The waters of the Intracoastal Waterway are classified SA; HQW by the Division of Water Resources, and they are CLOSED
to shellfishing. This section of the Intracoastal Waterway IS designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine
Fisheries.
PROPOSED PROJECT
The applicant proposes to install two (2) additional floating platforms at an existing docking facility adjacent to the AIWW. The applicant
proposes to install a floating platform measuring 6' in width by 24' in length and another floating platform measuring 6' in width and 19'
in length in an "L" -shape configuration. The floats will be accessed by a ramp leading from the on the east side of the previously
authorized fixed platform. The new floating platforms will provide for two (2) additional boat slips to the existing 2 slip docking facility for
a total of four (4) vessels within existing water depths of approximately -4.0 ft. to -5.0 ft. at NLW (See Sheets 1 of 5 and 5 of 5). As
proposed, the new floats would not extend beyond the end of the existing docking facility in to the waterbody. Two (2) pilings will be
installed 11' east of the fixed platform. Neither of the adjacent property owners object to this project and want to retain their 15' riparian
corridor setback.

10. ANTICIPATED IMPACTS
The proposed floating platforms would incorporate an additional approximately 258 sq. ft. of Estuarine Waters and Pubic Trust Area. The
additional floats are proposed in an alignment that would not exceed the most waterward extent of the existing docking facility measuring
approximately 104 feet into a waterbody, which measures approximately 450 feet across. This distance would conform to the 1/4 width
rule or 112.5 feet, and it appears not to exceed the established pier head line, which is consistent with the rules at the time of the issuance
of the permit for the existing docking facility. Additionally, the proposed floats would not encroach into the established Army Corps of
Engineers Federal channel setback. The proposed expansion of the existing docking would provide two (2) additional docking spaces
for a total of four (4) vessels within existing water depths between -4.0 ft. and -5.0 ft. at NLW. The length of both proposed floating
platforms creates an opportunity for more than the two proposed permanent slips. The applicant has agreed to install pilings on the north
side of the 6' x 24' floating platform to prevent permanent dockage. An additional two (2) mooring pilings would be set between the
existing fixed platform and the proposed floats, to prevent permanent dockage on the south side of the 6'x 24' floating platform. The
proposed structures would not encroach into the adjacent 15' Riparian Corridor Setback Area. Minor increases in turbidity should be
expected during construction.

We are proposingthe addition of (( '6'x24' floating docks with a 3'x16' aluminum access ramp on the
north side sof the permitted 16'x16' gazebo and 16'x9' sundeck (see attached drawings). The current
layout allows for both temporary mooring (while vessel is being used) and safe storage of a larger vessel
while on tFfe lift. The permitted ('2) slip design (which has not been constructed yet) does not allow for a
second smaller "run about" vessel or an area to launch canoes/kayaks, or fish if the south dock is being
utilized. We are proposing the additional docks to allow for (2) additional slips. The total number of
slips will increase from 2 to 4 slips total. This will allow a place to moor a second small vessel all while
being able to launch a canoe/kayak, fish or crab without having to shuffle boats around or put them in
and out of the water constantly. I have attached the general permit drawing along with the proposed
drawing for your review. I have labeled the slip numbers. Piles will be installed along the backside
(land) of the proposed additional docks so that the area may not be utilized as a slip. If you have any
