SUBJECT: Start of Study Letter for a proposed roundabout at the NC 133 (Castle
Hayne Road) and North 23rd Street intersection near Wilmington, New
Hanover County, North Carolina, STIP No. U-5954
The North Carolina Department of Transportation (NCDOT), Division 3, has
begun studying the proposed improvements to the subject project. This project is
included in the North Carolina Department of Transportation's 2018-2027 State
Transportation Improvement Program (STIP) and is currently scheduled for right of way
acquisition in fiscal year (FY) 2022 and construction in FY 2024.
We would appreciate any information you might have that would be helpful in
evaluating potential environmental impacts of the project. If applicable, please identify
any permits or approvals which may be required by your agency. Your comments will be
used in the preparation of a State-funded Minimum Criteria Checklist Document. This
document will be prepared in accordance with North Carolina's State Environmental
Policy Act (SEPA). It is desirable that your agency respond by March 23, 2018 so that
your comments can be used in the preparation of this document.
