SEPA Environmental Review for the proposed widening of N.C. 8(Winston Road) from
9'� St to SR 1408 (Biesecker Road) in Lexington, Davidson County; STIP U-5757
Dear Clearinghouse,
Division 9 of the North Carolina Department of Transportation is starting planning and
environmental studies for the proposed widening of NC8 (Winston Road) in the City of Lexington between
9'" Street and SR 1408 (Biesecker Road), Davidson County. The proposed typical roadway is proposed to
be widened from a three-lane (center tum) and four-lane (two north bound, one southbound, center turn)
arterial to a four-lane, median divided facility with raised median, sidewalks and bike lanes on both sides.
The purpose of the project is to improve traffic capacity and multi-modal connectivity through the project
corridor with a secondary benefit of improving vehicular and pedestrian safety. A US Army Corps of
Engineers (USACE) Section 404 permit is not anticipated. The project is included in the 2018 — 2027 North
Carolina State Transportation Improvement Program and is currently scheduled to begin construction in
fiscal year 2021.
A state funded Minimum Criteria Determination Checklist (MCC) will be prepared for this
project in accordance with the State Environmental Policy Act (SEPA). The Division is requesting a 30-
day SEPA Scoping Review be conducted through the State Environmental Review Clearinghouse to all
appropriate agencies. The Division would appreciate comment on items that agencies feel need to be
addressed within the MCC.
