The owners of a gravel -production company who were asking for permission to add an asphalt -production plant have withdrawn their request. Radford Quarries Inc., owned by Bill Cecile and family, had asked Boone officials to rezone 11.9 acres on the south fork of the New River for light industrial use. Neighbors have been critical since the request was made, saying that dust and noise from the asphalt plant would harm their quality of life. The rezoning had been scheduled for a vote during last night's town -council meeting. Before council members could vote, however, the Ceciles'attomey asked that the item be removed from the agenda. Joe Delk, the Ceciles' attorney, said that his clients had decided to withdraw their request for a number of reasons, including the opposition from people living nearby. "Given all considerations, the Ceciles felt that withdrawing the request was the right thing to do," Delk said. "Yes, they are sensitive to the neighbors and they felt that this was the best thing at this time." Delk also said that the Ceciles didn't know whether or not they would reapply for the change in zoning. If the council had voted against the request, the Ceciles could bring it back up at any time, said Wayne Herron, the director of Boone's Department of Planning and Inspections. The tract is on the east side of Boone on Bamboo and Brook Hollow roads. It is used to process rock mined from the quarry. 2 of 3 912.519,000 6.11 PM [Fwd4Fwd: GFavel company wiflidraws request for rezoning]] The property was zoned for manufactured housing in 1983 when the town extended its zoning jurisdiction into the Bamboo valley area. The quarry was allowed to keep operating because it was there before the zoning rules were put into place. In May, the Ceciles applied for a permit from the N.C. Division of Air Quality to operate a I 00 -ton a year asphalt plant on the gravel -processing site. State air-quality officials will continue to process the Ceciles' permit request, even though the permit would prohibit construction that does not conform to local zoning ordinances. During a public hearing Aug. 3, Delk had argued that the land had been improperly zoned from the beginning and that the classification should be changed to reflect the heavy-duty operations that take place at the site. Opponents presented a petition signed by 1,7 10 area residents asking that the current residential zoning classification remain intact. Residents living near the site said they feared health problems and lower property values would result if the request was allowed. Town -planning officials also said they opposed non-residential uses in the area. The 12 -member Boone Planning Commission voted unanimously last week to recommend that town council deny the rezoning request.
