You may already have some of these records, but I wanted to send them for the permit COC numbers you included in your letter. You can also find all the general permits on our website here: https://deg.nc.gov/about/divisions/energy-mineral-land-resources/npdes-stormwater-gps One of the permits here is for a transit/transportation facility (under the NCG080000 General Permit) – that is not typically a mine. This is the permit we are collecting outfall information on – not mines (under NCG02) yet. The COC number in the letter is for a Cieskzko Construction Co Inc facility in Havelock, NC on Hwy 70 W. Is that some kind of storage terminal or transportation facility? I noticed that the Whitehall Mine COC has a PO box for facility location, which is not correct—we should have a physical location there instead of a mailing address. Where is the Whitehall Mine physically located? The website we are collecting outfalls through for the NCG08 permittees is active temporarily – you can still enter outfalls for this site. I do want to make sure that these are two separate places – not an overlap of the NCG08 and NCG02 for the same place. If there is some confusion about that, please let me know. The outfall collection form is here: https://deg.nc.gov/about/stormwater-program/stormwater-outfall-collection For the mine (NCG020399) in Craven County that is dormant, we are not collecting outfalls yet, so there is need to enter anything for that one. However, as far as dormant status, you do need to notify the appropriate Regional Office in writing. Here are excerpts from the permit about this: (b) BMP Controls Inspection and Maintenance. BMPs sliall be inspected by or under the direction of the permittee at least once ever seven calendar days, unless the site is inactive. All inspections and BMP repairs shall be documented by written record. Reduced BMP Inspections for inactive mines. Dormant Site Status is available for inactive mines thathave suspended all industrial activities, and if the permittee has certified to DEMLWs Storym%,ater Permitting Program that all portions of the site -where clearing, grading, and/or excavation actiAties have occurred have been stabilized -�%Fith vegetation. Under dormant status the permittee may conduct BMP inspections once a month. The permittee shall send written certification to the DEMLR Regional Office that the site is inactive, and the Regional Office may grant reduced BMP inspection frequency on the basis of the permittee's certification. The perrnitted site maybe subject to an inspection for verification. The DEMLRRegiona2 Office will provide con_firm a tion of dormant status and expected BMP inspection frequency in iATiting to the permittee. Part. III Page 2 of 5 I n additi on, also under dormant status but only upon a favorable site inspection by the Regional Office, the Regional Office Engineer may exempt the permittee from weeldy and monthly BMP inspections in writing if storrawater structural EN1Ps have been removed andthe Regional Office determines that: structural ENIPs are not necessary because of sufficient site stabilization. However, the permittee must still perform an annual inspection as part of the SPPP Annual Update outlined in S. of this section. In either ease, the permittee shall notify the Regional Dffice prior to resuming industrial activities at an inactive mine. Reduced monitoringfor inactive mines. Dormant Site Status is available for inactive mine sites that have suspended all industrial activities, and if the permittee has certified in writing to DEMLR's Stormwater Permitting Program that all portions of the site Mth clearing, grading, and/or excavation activities have been stabilized with vegetation. Upon a favorable site inspection by the Regi on -al Office, the Regional Office Engineer may exempt the permittee from stormwater analytical monitoring, stor nivater qualitative monitoring, and wastewater monitoring. The DEMLR letter granting dormant status must be kept ,with the SPPP, and available For inspection within a reasonable time of the Division's request. I hope this helps guide you on what you need to do. Also, we should revise the facility location for the Whitehall mine, so please let me know the best location address or description for that.
