SUBJECT: Application for mining permit by Radford Quarries of
Boone for Bamboo Road Quarry, Watauga County
Staff field biologists of the North Carolina Wildlife
Resources Commission (NCWRC) have reviewed the mining permit
renewal application submitted by Radford Quarries of Boone for
the Bamboo Road Quarry in Watauga County. These comments are
provided in accordance with certain provisions of the Mining Act
of 1971 (as amended, 1982; G.S. 74-46 through 74-68; 15 NCAC 5)
and the North Carolina General Statutes (G.S. 113-131 et seq.).
The NCWRC previously commented on this mining permit in a
memorandum dated June 4, 1991 to Ms. Beth Studenberg of the Land
Quality Section (see attached). The processing area is easily
visible from SR 1514 (Bamboo Road), and a recent drive-by
inspection failed to show that recommendations 1 through 4 have
been implemented at the mine site, making us question whether or
not recommendations 5 and 6 have been implemented.
As emphasized in our previous memorandum, our major concern
with the Bamboo Road Quarry is adverse impacts to aquatic
resources of the South Fork New River which flows adjacent to the
processing area. In nearly two years since our last inspection,
little or no effort seems to have been made on the part of the
applicant to bring sedimentation controls up to current standards
so that they are adequate to protect the river from
sedimentation.
The NCWRC will not object to the issuance of this mining
permit, provided the recommendations outlined in our memorandum
of June 4, 1991 are implemented in a timely manner by the
applicant. If adequate protection from sedimentation is not

provided by the applicant, the NCWRC cannot support the issuance
of this permit.

SUBJECT: Application for mining permit renewal, Radford
Quarries, Inc., Bamboo Road Quarry, Watauga

Staff field biologists of the North Carolina Wildlife
Resources Commission (NCWRC) conducted a site visit on June
4, 1991 and have reviewed the application for a mining
permit renewal from Radford Quarries, Inc. Our comments are
provided in accordance with certain provisions of the N.C.
Mining Act of 1971 (as amended, 1982; G.S. 74-46 et seq.; 15
NCAC 5) and the North Carolina General Statutes (G.S. 113-
131 et seq.).
Radford Quarries, Inc. is requesting a 10 year permit
renewal to mine crushed stone from the Bamboo Road Quarry.
Total acreage of the project site is 10 acres on either side
of Bamboo Road (SR 1599). stone is mined using shovel and
truck in the quarry pit. The surrounding area consists of
forested uplands. The pit is dewatered by pumping storm and
waste water into a sedimentation basin, from which it is
pumped into a concrete culvert under Bamboo Road and into
the South Fork New River. Stone is conveyed under the road
to the processing area, where it is washed using a recycling
water system. Stone and spoil are stockpiled nearby and are
separated from the river in some areas by a gravel and
riprap berm. The processing site is partially situated in
the floodplain of the South Fork New River and encroaches
upon the riparian zone. A field borders the processing site
to the east.
The NCWRC is concerned over the adverse impact mining
operations are having on aquatic resources in the South Fork
New River through sedimentation. Sedimentation controls are
presently inadequate to protect the river; the river

contains a heavy load of silt in this area. Sedimentation
and turbidity have the potential to reduce fish numbers
through habitat destruction, reduced oxygen levels, lower
levels of food and reduced reproduction.,
The NCWRC will not object to the renewal of the permit,
providing�the-following conditions,are',raet by the applicant:
1) An earthen berm should be built near the processing
area starting near the.road,and continuing to the
field. The berm should not encroach upon established
vegetation in the riparian zone. The berm should be
seeded with a standard mixture of fescue and sericea
lespedeza and covered with temporary ground cover until
vegetation becomes established.,
2) A buffer zone of at least 50 feet should be
maintained between the earthen berm and the river. At
present the vegetated buffer zone is too narrow in some
areas near the stockpiles.
3) The corrugated plastic pipe that conveys run off
through the existing riprap berm should be removed when
the earthen berm is constructed, and a sediment basin
should be excavated in this area in front of the new
berm. 'Trapping efficiency should be based on surface
area rather than "Volume.
4) The abandoned sediment basin near the field should
be brought back into'use. The area near the stockpiles
should be graded to direct run off to the field and
into this basin. The basin may 'need to be brought up
to current standards. Again, trapping efficiency
should be -based on surface,area rather than volume.
5) Th6'sediment basin used in the'process of dewatering
the milne pit must be brought'up to current standards if
lacking to ensure—that high quality water is flowing
into the South'Fork New River.
6) All sediment basins must be dipped out and cleaned
when they are half full of'deposited material so that a
major rainfall'�will 'not -cause the basins to overflow.
In conclusion, the NCWRC cannot support a permit
renewal without the incorporation"of'the conditions as
stated above. We'look forward to achieving,adequate,
sedimentation protection for South Fork New River at this
site. Thank you for the opportunity to review and comment

operation having unduly adverse effect on wildlife and freshwater fisheries
(G. S. 74-51 (2)). Please respond by April 30, 1993 so that we may complete
our review of this request within our statutory time limits.
As is the case in our review of all mining permit applications, renewals
and modifications, this office will carefully review all proposed erosion and
sediment control measures to ensure that they are sufficient to restrain
erosion and off-site sedimentation. However, any comments your agency can
provide regarding effects on wildlife and freshwater fisheries would be
greatly appreciated. If your staff wishes to perform a site inspection, it

the final crush and run stone product. The water is continually

The dewatering process involves pumping rain water collected

This mining area was originally commenced in approximately 1974 by
owners prior to Radford Quarries and the Cecile family. Since 1981
when the -initial permit was issued to Radford Quarries, the company
has mined within the now existing perimiters of the mine si:te.
Mining activities now are within the established perimeters for
the mirie and will be for some Lime Lo come. There remains a
substantial volume of sLone within the perimeter and the land
disturbing activities will be wiLhin that perimeter. It is
anticipated that some benching may be necessary on the east highwall
perimeter'in 1993 or 1994.

b. Describe other methods to be taken during mining to prevent physical hazard
tu any neighboring dwelling house, public road, public, commercial or
industrial building from any mine excavation. Locate all such structures on the
mine map if they are within 300 feet of any proposed excavation.
As'noted herein the company uses strict drilling safety measures
to prevent fly rock from escaping the pit area. No commercial
or residential dwellings are within 1000 feet of the mine.
Travelers on Bamboo Road are stopped and flagged approximately
1/4 mile from the mine site during blasting activities.
c. Describe what kind of barricade will be used to prevent inadvertent public
entry along any high wall area and when it will be implemented.
There exists already a barricade along the high wall which
adjoins the Watauga County landfill and hat been for some
six years. At present, there is a berm consisting of a eight
to twelve foot pile of rip rap, which is inLerspersed with
vegetation. No problems with inadvertant public entry has
been experienced in the last six years. However applicant
intends� to erect a barbed wire fence to provide additional
protection to the public.

Describe specific erosion and sediment control. measures to be taken during
mining to prevent offsite sedimentation (include specific plans for erosion
cuntrol for mine axcavaLlon(s), waste piles, access/mine roads and process areas),
and give a dutalled sequence of innLeillation. Locate and label all erosion and
sediment conLrol measures cin Lhe mine map. Engineering designs and calculations
shall be required when needed to jusLify the adequacy of any proposed measures.
1. Mine area - At Lhe present. Lime applicant has had no problem
wiLh sedimenLaLion or erosion problems at the mine site.
However rip rap and surge rock is maintained around the
excavation area to prevent any off site sedimentation. A
number of white pines have been planted along the Bamboo Road
to both screen and prevent runoff from the mine site itself.
2. Process area - Applicant's process area, owned by Raymond -
Cecile which property is across Bamboo Road from the mine
borders on the New River. Surge rock and rip rap have been
placed on the process area to prevent any run off or erosion
toward the New River. Applicant submits that this procedure
has been more effective than placing silt screens on the
property.
G a. Describe meLhods to prevent landslide or slope instability adjacent to
adjoining properties during mining.
Applicant uses the bench or terrace method for preventing
landslides adjacent to the mine site.
b. In excavation(s) of unconsolidated (non -rock) materials, specify the angle

Applicant uses a three to one ratio on all slopes. Very little
unconsolidated materials border this particular mine.

proposed berms.
Applicant has planted white pines around the rim of the mine and
these trees are now substantial in height. The upper wall, as
noted has a subsLantial berm in place interspersed with vegatation.
A natural screen exists along Bamboo Road including Lrees which
toLally blocks the mines site from the motoring public, except for
the mine road which enters the mine site.

2. Fly rocks? excessive air blasts and ground vibrations are
prevented by the drill pattern and the amount of explosive
placed in the drill hole. Applicant loads each shot at a
depth more than fourLeen feet from the top of the hole. This
procedure almost totally prevents fly rock from leaving the
interior of the mine.

D. RECLAMATION PLAN
I . Describe your intended plan for the reclamation and subsequent use of all

1. Overburden around the quarry will be graded to a stable
slope and revegetated or rip rapped.
2. The quarry will be allowed to fill with water if a suitable
reservoir can be created.
I. The plant area on Bamboo Road will be graded level and
stablized.
A permanent berm barrier will be installed along the upper
perimeter of the quarry highwall, including vegetation.
5. The stockpile area adjacent to New River will be graded
level and either stabilized for commercial use or
revegetated. The sideslopes of the stockpile area fill
will be graded to a stable grade and either revegetated
or rip rapped.
6. All areas will be graded to prevent the collection of
standing foul water.
7. No contaminants will be dumped at the mine site. Scrap
metal, trash or other such waste will be removed from the
site and properly disposed. '

All areas of the mine site and processing plant site will be
graded and back-filled to reduce or eliminate any areas which
would collect standing water. A water outlet may be necessary
for the impounded water left in the mining permit but is not
planned at this time.

RKCLRMATION PLAN
3. Describe provisions for safety to persons and to adjoining property in all
compleLed excavaLlons in rock including what kind of permanent barricade
will be left. The location of the barricade must be shown on the reclama-tion
map.
A permanant rip rap berm will be placed on'the upper rim to
prevent persons from coming to the high wall edge. Vegetation
exists on all other borders of the mine site including the side
along Bamboo Road. These areas will be enhanced by additional
vegetation and rip rap berms as needed to reduce entrance to the
mining area.
4. a. Indicate Lhe method(s) of reclamation of overburden, refuse, spoil banks or
other such on-site mine waste areas, including specifications for benching
and sloping.
All overburden and other on site waste areas will be graded
level or to a stable slope of no more than a 3 to 1 ratio and
then stablized with ground cover such as grass or shrubbery to
prevent erosion. Those areas which are benched will be graded
and stabilized so as to prevent slides and erosion.
b. Are any processing waste, overburden or other such mine wastes to be disposed
of off-site? Yes No X If yes, describe in detail what these
wastes are and how they will be disposed. Attach a separate site map(s) showing
If the locaLion(s) of the disposal area(s). Include all specifications for erosion

RECUMATION PLAN
10. Provide a schedule of reclamation that indicates the sequence of
reclamation and approximate time frame. If reclamation is to be accomplished
concurrently with mining, then show on the site map segments that are to be
mined and reclaimed during each year of the permit. Add drawings showing typical
sections or cross-sections and layout of proposed reclamation.
It is anticipated that the mining process will cont ' inue for a
number of years into the future. Reclamation will occur
concurrently as areas of the mine are exhausted.
