Region Coordinator I - Habitat Conservation Program *y, DATE: May 6, 1993 SUBJECT: Revised comments on application for mining permit by Radford Quarries of Boone for Bamboo Road Quarry, Watauga County I recently reviewed the mining permit renewal application submitted by Radford Quarries of Boone for the Bamboo Road Quarry in Watauga County and responded to you in a memorandum dated April 19, 1993. Subsequent to this action, I conducted a site visit with Mr. Randy Marsh on May 6, 1993. These comments are provided in accordance with certain provisions of the Mining Act of 1971 (as amended, 1982; G.S. 74-46 through 74-68; 15 NCAC 5) and the North Carolina General Statutes (G.S. 113-131 et seg.). During the site visit, I expressed concern to Mr. Marsh that recommendations outlined by the North Carolina Wildlife Resources Commission (NCWRC) in a previous memorandum dated June 4, 1991 to Ms. Beth Studenberg of your office have never been implemented at the processing site. The applicant indicated willingness to do all work necessary to protect the aquatic resources of the South Fork New River from sedimentation. The applicant and I agreed that the following modifications are necessary to minimize sedimentation: 1) The existing berm near the processing area should be repaired and maintained starting near the road and continuing to the field. The berm should not encroach upon established vegetation in the riparian zone. The berm may be constructed of rock or earth. If an earthen berm is constructed, it should be immediately seeded with a standard mixture of fescue and sericea lespedeza and covered with temporary ground cover until vegetation becomes established. U 2) An undisturbed vegetated buffer zone of at least 50 feet wide should be preserved between the berm and the river. The buffer zone should be measured from the edge of ordinary high water to the edge of the berm. 3) The old sediment basin near the field should be brought up to current standards and run-off from the processing area directed into this basin. Trapping efficiency should be based on surface area rather than volume. 4) The sediment basin should be dipped out when half full of deposited material so that a major rainfall will not cause the basin to overflow. The NCWRC does not object to the renewal of this permit, provided the above conditions are met. Thank you for the opportunity to review and comment on this project.
