Inc.

Dear Mr. Davis:
In response to your letter of May 14, 1993 and as a follow-up to our
meeting in Raleigh on June 7, 1993, please accept the following as the
response of Radford Quarries of Boone, Inc. to your inquiry.
1) In response to Item 1, please reference the documents
hand -delivered to you in Raleigh on June 7, 1993 as
representation of the fact that the water and air quality
permits have been applied for.
2) In response to Item 2, please see the revised map attached.
According to our survey verification conducted on July 2, 1993
the disturbed area for your consideration is 1.3.96 acres as so
indicated on the attached plat. I have forwarded the
additional fee for the additional acreage under a separate
cover.

In response to Item 3, please see the revised map
attached.
Please note that all areas for mining, stockpiles
and erosion
and sedimentation control are located outside any
areas
designated as flood plain or flood zone. This matter was
fully discussed in our meeting, in light of the map provided
to you by the Town of Boone. Please note that no
disputed
areas with the Town of Boone are in the perimeter
of the
complete proposed boundary.

In response to Item 4, please see the revised map
attached.
5)
In response to Item 5, please see the revised map
attached.
The basin has been moved to be located on natural
ground below
any fill area. The emergency spillway is located
in natural
ground.

6) In response to Item 6, please be advised that a copy of the
revised map has been forwarded to Ms. Renee Gledhill -Earley at
the Department of Cultural Resources, Division of Archives and
History.
7) After having met on site with the representative of the
Wildlife Resources Commission, we are prepared to implement
the recommendations set forth in the May 6, 1993 letter.
8) In response to Item 8, please see the revised map attached.
9) In response to Item 9, please see the revised map attached and
the revisions regarding sedimentation control, and seeding
schedules for planting throughout the year, as requested.
10) In response to Item 10, please see the revised map attached
with the requested items located.
11) in response to Item 11, please see the revised map attached.
The new perimeter allows for a boundary consistent with the
requests you have made.
12) In response to Item 12, the revised map indicates the acreage
of disturbed areas being 13.96 acres.
13) The disturbed area at the site is 13.96 acres. Not 58
acres. Please note this on the attached map.
14) Please be advised that approximately 1 shot per week will be
pulled at the proposed site by an experienced blasting
company. Proper records will be retained on site for
inspection and review.
15) The certified plat by the Watauga County Tax Supervisor's
Office as to the perimeter owners is attached hereto. The
owners omitted originally were the following:

Attached hereto are exhibits proving the certified mailing to
these owners and the return receipts therefrom.
I attempted to contact Mr. Johnnie P. Taylor at the address
given to me by the Watauga County Tax Office, being 9733
GelGary Pl., Charlotte, NC 28215. The notification letter to
Mr. Taylor was returned unclaimed, see the attached exhibit.
The above information should prove the notification to all
perimeter owners.
16) This matter was fully discussed in the meeting on June 7, 1993
with reference to the height of the high wall and the depth of
the groundwater table. If this matter is not clear to your
satisfaction since our Raleigh meeting, please contact me
immediately regarding any matters not understood by your
office. Please note further, that information is now in your
possession regarding the dewatering of the pit pursuant to the
water quality permit allowing the dewatering activities.
17) In response to Item 17, please see the revised map attached
for areas to be utilized for screening of such material.
18) In response to Item 18, please see the revised map attached
and the exhibits thereto.
19) In response to Item 19, see the documents attached from
Raymond Cecile. As we indicated in the Raleigh meeting, the
agreement from Ms. Hollar is not presently available. I will
continue in my efforts gain the signature of Ms. Hollar.
This information should complete your inquiry. Thanking you in
advance for you immediate attention to this matters and the timely
recommendations to the Director for the issuing of this permit.

APPLICATION FOR A MINING PERMIT
G. LAND ENTRY AGREEMENT
We hereby grant to the Department or its appointed representatives the right of
entry and travel upon our lands or operation during regular business hours for the
purpose of making necessary field inspections or investigations as may be reasonably
required in the administration of this Act.
We further grant to the Department or its appointed representatives the right
to make whatever entries on the land as may be reasonably necessary and to take
whatever actions as may be reasonably necessary in order to carry out reclamation
which the operator has failed to complete in the event a bond forfeiture is
ordered pursuant to G.S. 74-59.
