Dear Mr. Triplett:
On March 16, 2006, the Division of Water Quality (DWQ) staff met with your agents, Charles Riggs and
Frank Sheffield, concerning your LAMA Major application dated October 25, 2005, to impact 1.904
acres of wetlands to construct the proposed 37 lot residential subdivision. The project as proposed
requires an Individual 401 Water Quality Certification from DWQ. Proposed plan revisions discussed at
that meeting, in response to the DWQ letter dated January 26, 2006 requesting additional information, did
not adequately address DWQ concerns. Specifically, impacts to wetlands have not been reduced, and
DWQ staff determined, in accordance with 15A NCAC 2H .1000(d), that the project as proposed is of
such high density that stormwater runoff threatens water quality. We strongly encourage you to revise
your site plan to avoid wetland impacts and reduce the overall density of the project by eliminating the
number of lots, or we will have to move toward denial of your application as 1`equired by 15A NCAC 2H
.0506.
Please respond within three weeks of the date of this letter by sending the additional information
requested by this office on January 26, 2006, to me in writing and Cyndi Karoly of the DWQ 401
Oversight Unit at 1650 Mail Service Center, Raleigh, NC 27699-1650. If we do not hear from you within
three weeks, we will assume that you no longer want to pursue this project and we will consider the
project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
authorized (at this time) by the DWQ. Please call me at 910-796-7405 if you have any questions
