On January 31, Mitch Hayes of the Raleigh Regional Office conducted the subject inspection
The assistance of Steve Gupton, Ray Allen, and Randy Buchanan with the inspection was helpful
and appreciated Below is a list of findings developed from the inspection and review of the permit
The permit became effective July 1, 2017 and will expire March 31, 2022 Changes to the
permit include the following
a) Removed upstream Total Hardness
b) Added a 25 NTU daily average limit and a 25 NTU maximum average limit for
Turbidity
c) Removed Total Iron and Total Manganese monitoring
d) Removed Total Copper monitoring
e) Added Total Zinc monitoring
f) Added effluent quarterly monitoring for Total Hardness
g) Added a daily maximum and monthly average limits of 1 8 mg/L for Total Fluoride
h) Added Total Nitrogen and Total Phosphorus monitoring
i) A permit re -opener is added that allows for additional metals testing, a toxicity
Identification evaluation, a toxicity reduction evaluation, and/or an assessment of
discharge treatment alternatives may be requested
j) Added electronic reporting of discharge monitoring reports
2 The Kerr Lake Regional WTP consists of the following units a splitter box, calcium
thiosulfate feed system for dechlorination, settling pond, two (2) batch thickening basins,
and four (4) sludge drying beds At the time of inspection, both thickening basins had
capacity for more wastewater Granville Farms hauls and land applies sludge The
dechlorination unit was operating normally Effluent discharging into the UT to Anderson
Swamp Creek appeared clear with no foam or solids
3 The lab was checked 1n a cursory manner The lab is certified for pH, and Total Residual
Chlorine (TRC). Pace Analytical Labs analyses all other permit parameters The TRC
vials and the pH buffers (4, 7 and 10) were within expiration date Calibration records
were up to date

4 Discharge Monitoring Reports for the period October 2014 to January 2018 were
reviewed for compliance with permit limits and monitoring requirements, The following
violations were noted Total suspended Solids daily maximum permit limit was exceeded
on 12 20 2016 and on 09 12 2017- These violations have been addressed through
separate correspondence
