Daiueley Brown, CEO Roanoke Rapids Sanitary District PO Box 308 Roanoke Rapids, North Carolina 27870 Subject - Dear Mr. Brown - ROY COOPER L , 1 NUCHAE -L S REGAN `, „rr LINDA CULPEPPER RECEI ED/DENR ®WR FEB 0, i 2018 Water Resources Permitting Section Compliance Evaluation Inspection Roanoke River Waste Treatment Plant NPDES Permit No NCO024201 Halifax County On January 23, 2018, Jason Robinson of the Raleigh Regional Office (RRO) conducted a compliance evaluation inspection of the subject facility. The assistance provided by Mr Steven Ellis, Operator in Responsible Charge (ORC) and Isabelle Field-Wilcoxon, Lab Supervisor was appreciated The inspection report is attached. The following observations were made - The facility is currently pennitted to discharge up to 8 34 MGD into Roanoke River, a class -C water in the Roanoke River Basin The facility's monthly average flow for the 2017 calendar year was approximately 3 0 MGD. The current pen -nit expired on March 31, 2017. A renewal application was received in September 2016 2 The plant is classified as a WW -4 wastewater facility. Mr Steven Ellis is designated as the primary Operator in Responsible Charge (ORC), and is a WW -4. Mr Timothy Skipper is designated as the main backup Operator (bORC) and is also a WW -4 Daily operation log books are detailed and are kept on-site going back at least three years The laboratory was inspected in a cursory manner The facility analyzes BOD, COD, TSS, Fecal Coliform ammonia nitrogen and total phosphorus, and is field certified for TRC, pH, Temperature and DO (Certification #70) Log books were kept and showed that incubators are kept at acceptable temperatures. pH buffers were within dates. Calibration logs were present All other parameters are analyzed by Mentech, Inc Lab results, chain -of -custody forms, and DMRs were complete and organized. September DMR data was compared to lab bench sheets; no data transcription errors were noted Samples were observed to be kept at proper temperature 4.
