This letter is in response to your comments on the project. A copy of your comments letter is attached. Comments are addressed in the same order in which they were asked. 1. In-stream sediment and erosion control devices (sediment traps) are used in both water bodies. Sediments traps are removed from the plan. Attached are the revised impact Figures 8 and 9 and revised Construction Detail Sheets EC1 and EC2. 2. There are no temporary impacts listed for dewatering either site. Coffer dam and check dams will be installed in order to allow the culvert replacements and installations to be conducted in the dry. The cofferdams, rock check dams, and pump around systems will be removed once work has been completed. Attached are the revised impact Figures 8 and 9 and the revised PCN to reflect these changes. Dominant vegetation within the project area consists of loblolly pine (Pinus taeda), boxelder (Acer negundo), multiflora rose (Rosa multiflora), sawtooth blackberry (Rubus argutus), winged sumac (Rhus copallinum), sweetgum (Liquidambar styraciflua), Chinese privet (Ligustrum sinense), Japanese honeysuckle (Lonicera japonica), and Canada goldenrod (Solidago altissima). 3b. Explain the purpose of the proposed project: Oakdale Road is a minor thoroughfare located in northwest Charlotte approximately five miles from the central business district. The purpose of this project is to upgrade Oakdale Road to a complete urban "Avenue Type" street with intermittent landscaped medians and median divided left turn lanes. The project is necessary to reduce speeds and improve public safety along Oakdale Road. As a part of the upgrade of Oakdale Road the drainage system for the road will also be upgraded to convey the 25-year storm event per City of Charlotte design standards. The existing 60" Reinforced Concrete Pipe (RCP) under Oakdale Road at 1320 Oakdale Road will be replaced with a 72" RCP. Riprap aprons will be installed upstream and downstream of the culvert for energy dissipation entering and exiting the pipe. In addition, the existing 48-inch RCP that parallels Peachtree Road, west of Oakdale Road, will be replaced with a 54-inch RCP of the same length and a riprap apron will be installed at the outlet. Junction boxes will be installed upstream and downstream of this pipe, and an additional 30 linear feet of 72-inch RCP will be installed at the upstream and downstream ends of the pipe system (Figure 8, attached). The new pipe system will be 115 linear feet in length with a net permanent impact length of 69 linear feet (Figure 8, attached). Additionally, a 15-linear foot riprap apron will be installed at the upstream end of the pipe system, and a 40-linear foot riprap apron will be installed at the downstream end. These riprap aprons are necessary to dissipate the energy of the water entering and exiting the culvert and to protect the stream bed from erosion. Smaller side systems will be tying to the new 72-inch diameter pipes at the proposed new junction boxes. Because of this, City of Charlotte requests a waiver from the General Condition No. 3.6.1 as the proposed new pipe system will not be buried (Figure 8, attached). The current system has not been buried. There are two proposed side connections at each of these junction boxes ranging in size from 15-inch to 24-inch diameter pipes. These side systems will have inverts that are significantly higher than the inverts of the boxes, with drops ranging from three to eight feet. If the proposed 72-inch diameter pipe were to be buried in order to create a natural bottom, there would be significant erosion of the natural bottom within the junction boxes during every storm event because of these side system drops. This would create an unstable bottom, and would result in scour, turbidity, and the deposition of the eroded sediment load in the channel downstream. As this would create a permanently unstable condition within the pipe, it was determined that the most environmentally sensitive option would be the one that is currently proposed in the plans (see Figure 8, attached). Permanent impacts to Seasonal RPW Stream B total approximately 15 linear feet and consist of riprap apron and grading (Figure 9 attached). The existing 48-inch RCP will be replaced with a 54-inch RCP of the same length. The pipe to be replaced outfalls from the closed system into the beginning of the Stream A, and it is not carrying a stream like a culvert. Therefore, the pipe replacement doesn't need to be buried. The stream channel will be regraded for 45 linear feet downstream of the pipe to eliminate the existing unstable headcut. The existing 25-foot long, serviceable riprap apron will be replaced with a 30-foot-long riprap apron. This will result in a five linear feet net permanent impact due riprap and 15 linear feet net permanent impact due grading. Temporary impacts to Perennial RPW Stream A total 20 linear feet and are the result of the installation of a temporary coffer dam (8 linear feet) upstream of the proposed work area and two temporary rock check dams (6 linear feet each) to be installed downstream the work area. The temporary cofferdams are necessary in order to allow the culvert replacements and installations to be conducted in the dry. The check dams are a temporary erosion and sediment control measure. The cofferdams, rock check dams, and pump around systems will be removed once work has been completed. Temporary impacts to RPW Stream B total 12 linear feet and are the result of the installation of two temporary rock check dams (6 linear feet each) to be installed downstream the work area as a temporary sediment and erosion control measure.
