Although staff has authority to "think outside the box", they only seem to be interested in considering the traditional BMPs described in the DWQ manual. While they did not completely shut the door on Filterra, our sense was that the implementation of any proprietary device would be a very tough road to travel at City Hall - & that it would certainly take a much longer time than we can afford on this particular project. This has challenged us to be a little more creative with our planning & design strategies. In this case I think we've actually found a storm pipe layout that makes our post-developed drainage areas less than the 24% impervious threshold, thereby eliminating the need for water quality treatment altogether. This was done primarily by combining the street drainage system with the offsite by-pass outfalls. In effect this increases the watershed areas while decreasing % impervious at the same time. A revised stormwater management sketch is attached. Can you please forward this email to Annette for a very quick & preliminary review? We would like to have some idea that this line of reasoning is acceptable to DWQ before we expend a great deal of time & effort in the associated redesign & supporting calculations. As a matter of clarification though, will the diffuse flow exemptions previously granted for these discharge points remain valid under this scenario? I think this proposal continues to demonstrate our attempt to maintain the pre-developed drainageway patterns across the site to the maximum extent possible.
