ITEMS OF DISCUSSION: The team reviewed the project data sheets, discussed the various environmental and design considerations, and verified the project delivery schedule. The following bullets summarize discussion items and any conclusions reached. A.pdf of the meeting agenda and PowerPoint presentation are attached for further reference. PROPOSED IMPROVEMENTS • Reconstruct/restripe US 29-70-220 (south) to I-40/I-85 Business (west) ramps • Reconstruct/restripe I-40/I-85 Business (west) to US 29-70-220 (north) ramps to accommodate an additional lane o Providing three northbound lanes under I-40/ I-85 Business. SCHEDULE AND FUNDING STATUS • Project Management noted the following schedule based off the current STIP: o Right-of-way Acquisition: 5/2019 o Construction:5/2020 o The project is currently federally-funded. o A Type - III Categorical Exclusion will be completed for the project. Design with cvmmunity in mind December 13, 2017 STIP Project # U-5754 Guilford County Page 2 of 4 Division 7 questioned whether the construction schedule could be accelerated since the project would likely not require additional right-of-way. Project Management stated that they would evaluate the possible schedule revision. PLANNING CONSIDERATIONS • Project Management Unit noted STIP Project # B-5356, which would replace Bridge #400299 over South Buffalo Creek, along I-40/I-85 Business), is scheduled to begin construction prior to this project. • The Environmental Analysis Unit confirmed habitat assessment surveys can be conducted starting May to assist in accelerating the Let date. • NCDWR noted that Jordan Lake Buffer Rules will apply for the extent of the project study area. • GUAMPO mentioned that the I-40/I-85 Business eastbound outside lane backs up to the Elm Street/Eugene Street exit due to traffic exiting at Dr. Martin Luther King, Jr. Drive. They noted that the Dr. Martin Luther King, Jr. Drive exit issue will need to be addressed before the US 29/70/220 (north) exit back-up issues and be addressed. o Division 7 stated STIP Project I-5965 would address the issues associated with backups along I-40/I-85 Business (east) due to traffic exiting at Dr. Martin Luther King, Jr. Drive. Division recommended that the existing southbound US 29 left exit ramp to Martin Luther King Jr. Drive be introduced sooner by extending it to the median jersey barrier ending. This would allow the left exiting traffic to MLK be removed sooner from the inside lane through movement towards I-40 west providing more capacity for the through traffic going to I-40. This would address traffic back-ups for US 29/70/220 (south) traffic trying to access I-40/I-85 Business (east). This construction would occur in existing NCDOT right-of-way. • Division 7 recommended evaluating the need to close the US 29/70/220 (north) exit and entrance ramps at Hooks Street to provide additional distance to taper the proposed third northbound lane. It was also noted that the neighborhoods in the study area were identified as low income. Access from US 29-70/220 (south) was recently eliminated. o Community Studies Units expressed the need to conduct a small group meeting if the Hooks Street access was removed. Various options for public engagement were discussed. The following approach to public involvement approach was agreed upon: • If the traffic analysis recommends the closure of the Hooks Street ramps, a newsletter describing the planning process, showing the study area, presenting the typical section, and providing notice of a public meeting will be distributed to the surrounding community. A project website is being prepared for STIP Project # I-5965, which will be used to share project information for STIP Project # U-5754. �esign with �amrnunity in mind December 13, 2017 STIP Project # U-5754 Guilford County Page 3 of 4 • Hydraulics expressed concerns about flooding issues and floodplain impacts on Dr. Martin Luther King, Jr. Drive. • Noise and Air Quality noted that if the design includes restriping and adding a travel lane, a`Type I' Noise Analysis would likely be required. • USACE mentioned there are a few tributaries that pass under US 29/70/220. One is located to the north of the City of Greensboro property and the other one is west of the hospital. It was also mentioned there is a DMS easement that should be avoided at Gillespie Golf Course. DESIGN CONSIDERATIONS • Division 7 requested the extension of the US 29/70/220 (south) off-ramp be added to the project design scope. • Division 7 noted that the lateral clearances under I-40/I-85 Business (east and west) and the I-40/I-85 Business (west) to Dr. Martin Luther King, Jr. Drive off-ramp bridges were evaluated and can accommodate three lanes. o Division 7 noted guardrails were not included along the I-40/I-85 Business (east) to US 29/70/220 ramp as part of the STIP #B-51 19. o Stantec noted the recommended typical section for the I-40/I-85 Business (east) to US 29/70/220 ramp would be three 12-foot lanes, with 8-foot paved shoulders, and 1.5- foot wide concrete barriers. � ACTION ITEMS: • Stantec to verify any floodway impacts along on Dr. Martin Luther King, Jr. Drive. • Stantec to coordinate with the Project Management Unit to develop a comprehensive schedule which includes a final design. This will assist in determining how much the project schedule can be accelerated. • Division 7 to provide Stantec the US 29 Access Management Study. • Stantec will coordinate with the NCDOT Pavement Management Unit to develop a preliminary pavement design for the project. • Stantec will add the following items to the cost-plus scope and revise the fee estimate. o Small Group Meeting (Prep, attendance, and summary). o Preparation of a Community Impact Assessment Checklist (includes field visit). o Extension of southbound US 29/70/220 ramp to Dr. Martin Luther King, Jr. Drive. o Public meeting maps for small group meeting. �esign with �amrnunity in mind December 13, 2017 STIP Project # U-5754 Guilford County Page 4 of 4 CORRECTIONS & OMISSIONS: This summary is the writer's interpretation of the events, discussions, and transactions that took place during the meeting.
