Lee Energy Complex Wayne County, North Carolina Dear Mr. Sullivan: Donald R. van der Vaart Secretary The Division of Water Resources received Duke Energy's May 22, 2015 response to DENR's Conditional Approval dated February 6, 2015 for the H.F. Lee Energy Complex Revised Groundwater Assessment Work Plan. Duke Energy concurs with comments provided for the following sections: • 4.0 Regional Geology and Hydrogeology • 5.3 Hydrogeologic Site Characteristics • 7.1 Subsurface Exploration • 7.1.3.3 Proposed Wells Down gradient of Ash Basins • 7.2 Ash Pore Water and Groundwater Sampling and Analysis Please incorporate and implement the agreed upon scope of work as related to the above conditions and outlined in Duke Energy's May 22, 2015 response. Additionally, Duke Energy requests guidance regarding solid phase testing methods for total organic carbonate content. Research conducted by the Division has not identified a laboratory method for analysis of total organic carbonate with respect to solid phase samples. We appreciate Duke Energy bringing this issue to our attention. Since a suitable laboratory method for total organic carbonate has not been found, Duke Energy is not compelled to perform this analysis as part of the groundwater assessment at the Lee Plant and other facilities located in the Coastal Plain.
