This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NCG551618. We spoke on the phone regarding the current use and future intentions this facility. Mike explained that the wastewater system is not being used, the buildings are currently used for storage. He also stated the plans for the site are to demolish the buildings (old schools) and build a new Fire Department. With these site changes he would like to get a Health Department (HD) system and do away with the wastewater treatment plant (WWTP) and the permit (#NCG551618). I explained to him an approved HD system is required before submitting with the request to rescind the permit with the Division of Water Resources (DWR). Decommissioning of the WWTP at a minimum would require the liquid and solids be removed from components before demolition. The Permittee will need to be in communication with Asheville Regional staff if this site initiates these site changes. I also spoke with the HD (John Silver) later regarding this system and the Church system on the hill behind the school. The Church does have a permitted HD wastewater system. If a HD system is approved for the future Fire Department DWR will be notified. This is a very old WWTP (septic tank/sand filter type system). If it were to be used at full capacity again it would likely require rehabilitative work on several components. Concrete is decaying, infiltration is likely. The system is not in operation. The sand filter bed and the chlorine contact chamber are fenced in, the septic tank and the chlorine tablet dispenser are not fenced in. The effluent pipe was not observed, it is likely covered by sediment; it is at the confluence of two tributary forks. The water observed in the tablet dispenser unit and the chlorine contact chamber appeared clear. Since the system is not in use, and does appear to have infiltration issues, it is likely the water is predominantly rainwater/groundwater. NCG551618 17 (Cont.) (Approximately 3 to 1) There are some weeds apparent on the sand filter. However, there was no sign of any recent discharge to the sand filter.
