Lake Wood Subdivision, Rocky Mount, NC Tar River Reservoir [030302, 28-(63), WSIV, NSW, CA] Response to review comments dated February 2, 2009. Comment #1: The elevation of the top of the stream bank does not appear to be correctly stated in the Level Spreader Supplement Form. It appears that the buffer down slope of the level spreader becomes quite steep. If the filter strip is too steep, please either redesign the riparian buffer to have appropriate slopes or relocate the level spreader to a location where the filter strip slopes are appropriate. Response: Per our conversation Level spreader #2 has been relocated back toward the pond. The distance between the top of the bank of the new channel will be 50 feet from the lip of the spreader. This is actually further away from the channel than the limits of the Tar- Pam Buffer. The City of Rocky Mount says the buffer begins at the edge of the water of the reservoir which is elevation 125.0' in this case. The top of the bank is 129.0' and the top of the level spreader lip is 130.5 which provides a 3% slope before flowing down the bank of the channel. The slope at the mouth of the channel has been flattened from 3:1 slopes to 7:1 slopes. This should suffice to achieve sheet flow before reaching the channel bank. The supplement form has been revised and is enclosed. Comment #2: Zone 2 of the riparian buffer downslope of the level spreader must be allowed to secede to forest vegetation in the level spreader lip length. See Response to #1 above. Comment #3: Please provide fertilization and watering specifications for the grass-sod liner that is proposed to revegetate the riparian buffer. Notes to the contractor have been added to both CE-5 and CE-6. Planting specifications provided by ESI, Inc. have been added to CE-6.
