supervision (I am located in Raleigh and work with our staff in 7 regional offices
regarding permit reviews, inspections and enforcement activities in the Mining
Program), I am not intimately familiar with the history of this particular
operation. However, our files are public record and can be viewed by making an
appointment with either this office in Raleigh or our regional office in
Winston-Salem (that is responsible for inspections of this facility). I recommend

The review has been completed on the shot records you previously submitted for the
April and May 2001 and June 5, 2001 blasts at the Bamboo Road Quarry. Your company has-
been found to be in compliance with the blasting requirements of your mining permit.
Based on the descriptions of the blasts you provided and on our review of the shot
information, it appears that the adverse reaction to your blasting operations may be related to
a gradual increase in ground vibration and airblast readings associated with the blasts. While
these readings are within the maximum limit specified in your permit, they are sufficiently high
enough to produce "nuisance" complaints. I strongly recommend that you carefully review the
blasting procedures employed at this facility and make adjustments to reduce offsite airblast
levels and ground vibrations.

the above referenced quarry. According to the complainant, the vibrations produced from
the blast at Bamboo Road Quarry on July 16, 2001 caused no noticeable damage but shook
her workplace.
As provided in the mining permit for this site, you are requested to provide to this
office duplicate copies of all shot records related to the blasts conducted on July 16, 2001,
including any seismograph records made. Furthermore, please forward all shot information
for one production shot conducted immediately prior to and one production shot after the
blast in question for this office's review.
I look forward to receiving the requested information in the near future. Your

Our office has completed its review of Radford Quarries of Boone, Inc.'s blasting
information related to the blasts conducted at its Bamboo Road Quarry during the period of April
and May 2001 and June 5, 2001. It was found that Radford Quarries of Boone, Inc. was in
compliance with the blasting requirements of its mining permit during the period in question.
All peak particle velocities, a measurement of ground vibration with unit in inches per
second (ips), were well below the maximum allowable limit specified in the Bamboo Road
Quarry mining permit. More specifically, all recorded values were at or below 0.70 ips at a
distance closer than the closest dwelling.
All airblast readings, a measurement of the atmospheric pressure wave (overpressure)
with units in psi or dBL, were below the maximum allowable limit specified in the Bamboo Road
Quarry mining permit and well below the U.S. Bureau of Mine's recognized level of 164 dBL for
prevention of glass breakage. A key point worth noting is that glass breakage occurs at much
lower levels of overpressure than structural damage, such as cracking plaster.
However, we did note that ground vibration and airblast. readings, although below the
permit limits, have been gradually increasing. We have brought this to Radford Quarries of
Boone, Inc.'s attention and have suggested that it adjust its blasting practices to further reduce
ground vibrations, noise, and nuisance- complaints from nearby landowners.

Chris,
I received a call on July 16, 2001 between 3:00 and 4:00 concerning a
blast that had just occurred at the Bamboo Road Quarry, Radford Quarry.
The lady wanted to remain annonymous but said she had read a recent
article in the paper that said I was investigating some blasting
complaints on the quarry and she wanted to let me know that they had
just blasted and it produced terrible shaking. I asked about weather
conditions and she said it was partly cloudy. She said that the blasts
have gotten worse in the last couple of months. I asked her if she had
any damage and she said "no" but it was only a matter of time with the
shaking that was happening. She works near the quarry, but would not
say where. I told her we were looking into the complaints and would
continue to do so. I will inspect the quarry again soon. Thanks for

produced from the blasts at Bamboo Road Quarry on May 14, 2001 and June 5, 2001
caused a nearby office building to be noticeably shaken. On May 18, 2001 this office issued
a letter, based upon a separate complaint, which requested the submittal of all shot records
related to the blasts conducted in the months of April and May 2001. To date, these records
have not been submitted to this office.
As provided in the mining permit for this site, you are requested to provide to this
office duplicate copies of all shot records related to the blasts conducted during the months
of April and May 2001 and on June 5, 2001, including any seismograph records made.
Furthermore, please forward all shot information for one production shot conducted
immediately prior to and one production shot after the blasts in question for this office's
review.

Hey Tracy. A printout of this message will be placed in the file as
documentation of this complaint.
A caller who wished to remain anonymous called our office on June 5,
2001 to complain about vibrations produced in his office building by
blasts from the Bamboo Road Quarry (Permit No. 95-03). This person
specifically referenced blasts occurring on May 14, 2001 (shortly after
noon) and June 5, 2001 (at approximately 2:15 pm). The caller did not
wish to be contacted by the mine operator, copied on any correspondence
from this office, or have his name included in our file. I assured the
caller that we would investigate the blasts which he reported.
Tracy, based upon another complaint from a different person I issued a
letter on May 18, 2001 which required blast record submittals for all
blasts in the months of April and May. Since these records should cover
the May 14 blast, I will issue a second letter requiring a report on the
June 5 blast. When all of the required blasting records have been
submitted, I will prepare a single response to both complaints.
