SUBJECT: City of Greensboro Lake Townsend Dam Spillway Replacement
Individual 404 Permit (SAW# 2007-00895-241)
Dear Mr. Williams:
This letter is in reference to Special Condition No. 8 of the approved Section 404 Permit (SAW#
2007-00895-241) for the Lake Townsend Dam Replacement project. As you are aware, fill material
(inert concrete that may contain rebar) will be generated during the demolition of the existing
spillway and pump house following completion of the new dam and spillway. As stated in the
approved Permit, the fill material will be left underwater as beneficial fill between the existing and
new spillways. This location is within the existing impact boundaries defined in the approved 404
Permit. With regard to Special Condition No. 8 of the approved 404 Permit, the City of Greensboro
has provided verification that the inert concrete is free of paint and/or other contaminants (see
attached letter).

Townsend Plant As you are aware, Brown and Caldwell has been engaged in discussions with

Division of Water Quality (DWQ) regarding the placement of beneficial fill within
the impact boundaries defined in the approved 404 Permit (SAW# 2007-00895-241)

more costly than allowing the concrete to be used as underwater beneficial fill
between the existing and new spillways.

Maintenance The City of Greensboro has researched available dam maintenance records and did

contaminants on the concrete proposed for use as beneficial fill.
Following approval of the use of the beneficial fill by the USACE and DWQ, the
