Since the completion of the last maintenance event in September, which dredged the "South Ferry Channel", locals have
reported that the channel maintained itself relatively well. However, we are starting to get reports that the channel is
noticeably shoaling. Dare County has been coordinating with the USACE Navigation Branch to develop a schedule of
maintenance dredging that will 1) Keep the channel open; 2) stay within budget; and 3) minimize the need for dredging
outside the dredge window. We are currently waiting for an updated survey of the area, which has been very hard to
come by given recent weather conditions. The USACE is hoping to complete the survey in the coming days. The
tentative plan is for the USACE to conduct a few days of dredging in the next couple weeks to keep the channel deep
enough to allow the special purpose dredge Currituck to work in the area during the next available time -slot the USACE
has for the dredge. The remaining days budgeted will then be used in early spring to try to dredge enough sand out of
the channel to minimize the potential for dredging to be required during the moratorium.
We are due to have another pre -construction conference call to discuss the upcoming events. I would like to use this
call to discuss both upcoming events. Ideally, we would have this meeting after the USACE has completed the
conditional survey of the channel. However, the USACE may start the actual dredging as soon as February 9t". I would
like to check with you all to get your availability for a conference call on the afternoon of Tuesday 2/6, Wednesday 2/7,
and Thurs 2/8. Please respond tome with your availability for these dates.

Subject: Hatteras Inlet Channel Maintenance Project — Written Notice of Project Initiation
Dear Mr. Trowell:
The Division of Coastal Management (DCM) issued a CAMA Major Permit for the proposed Hatteras Inlet Channel
Maintenance Project on December 22, 2016 (#129-16). This letter serves as written notice of project initiation as
required in Condition 7 of the permit. Please find attached to this letter revised permit drawings dated February 2,
2018, which provide the location of the proposed channel for the upcoming event.
At present, the project is anticipated to commence on or about February 9, 2018 and last approximately 5 days. The
project includes maintenance dredging within a portion of the Hatteras Inlet Connector Channel, which runs between
the inlet gorge and the ferry channel in proximity to Ocracoke Island. This channel is locally referred to as the "South
Ferry Channel". The attached plan view drawing shows the location of the proposed channel, the disposal area, and
previously mapped SAV in the vicinity. The channel will be dredged by the US Army Corps of Engineers (USACE)
special purpose dredge Cunituck. Material dredged from the channel will be transported out Hatteras Inlet and
disposed of within the nearshore disposal areas located offshore of the north end of Ocracoke Island.
We have contacted Don Field with NOAA to determine if any updated imagery is available for this area that has been
used to delineate SAV habitat. Mr. Field responded that they do not have any update aerial imagery, but that there is a
possibility of funding for new imagery to be acquired later this year. In the CAMA Major Permit, DCM indicated that
DMF staff may perform SAV surveys in proximity to the proposed dredge location to provide an updated
determination of the presence or absence of SAV resources.
The permit allows for maintenance of a 100 ft. wide channel to a depth of -12 ft. MLW. Based on the January 25,
2018 survey, there are approximately 5,000 cy of material that could be removed above the -7 ft. MLW contour and
12,000 cy of material above the -8 ft. MLW contour. Based on the number of days available to conduct maintenance
dredging, it is not expected that the channel will be dredged to the full permitted depth of -12 ft. MLW.
As you may be aware, Dare County is seeking a permit modification to widen the permitted channel from 100 feet to
200 ft. in this vicinity. The proposed February event will not attempt to dredge the wider channel. At present, Dare
County and the USACE are planning an additional maintenance event in early spring that will attempt to dredge the
wider channel. That event has been designed to minimize the potential for additional dredging events in late spring or
during the summer months and is expected to last approximately 15 days.
