REQUEST FOR MORE INFORMATION
Dear Mr. Triplett:
On January 6, 2006, the Division of Water Quality (DWQ) received your application dated October 25,
2005 to impact 1.904 acres of wetlands to construct the proposed 37 lot residential subdivision. The
DWQ has determined that your application was incomplete and/or provided inaccurate information as
discussed below. The DWQ will require additional information in order to process your application to
impact protected wetlands on the subject property. Therefore, unless we receive the additional
information requested below, we will have to move toward denial of your application as required by 15A
NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional
information. Please provide the following information so that we may continue to review your project.
Additional Information Requested:
It has been determined by DWQ staff that the project as proposed does not meet the low density
stormwater requirements. Specifically, it has been determined that the project area as proposed is of
such high density that stormwater runoff threatens water quality. The proposed project drains
directly to Topsail Sound, classified SA HQW waters, and the waters are open to the harvesting of
shellfish. In accordance with North Carolina Administrative Code 15A NCAC 2H .0500 and 15A
NCAC 2B .0220 and .0221, DWQ staff has determined that the project as proposed will violate
water quality standards on a long teen basis and will result in the degradation of surface waters.
2. In order to address DWQ concerns, the Section 404 Wetland area (prior to impacts) of 1.904 acres
must be subtracted from the total site area above MHW, and the proposed impervious surface
coverage must be calculated at 25% of the remaining site area, which is approximately 4.9 acres.
Based on the current site plan, once the road, cul de sac, sidewalk, and lift station are accounted for,
it appears that there will be less than 700 square feet of impervious coverage remaining for each of
the 371ots. This is not practical.
3. Please revise the site plan accordingly and provide draft stormwater calculations for review. All
revisions should also be sent to Jim Gregson of the Division of Coastal Management.

Please respond within three weeks of the date of this letter by sending this information to me in writing
and Cyndi Karoly of the DWQ 401 Oversight Unit at 1650 Mail Service Center, Raleigh, NC 27699-
1650. If we do not hear from you within three weeks, we will assume that you no longer want to pursue
this project and we will consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
