As in prior reports the City of Brevard is actively dedicated to fulfilling collection system management requirements by providing funding for system improvements each fiscal year and $100,000 is included in the current FY 2017-2018 budget for inflow and infiltration elimination. 2. Though the Tennessee Valley Authority reported a total of 16.84" of precipitation was received in the Brevard area during this quarter, there were no sewer discharge events reported in the city. 3. CDM Smith continued during this reporting period with the following work for the Neely Road pump station, force main and equalization storage project. City of Brevard Public Works Department 232 Cashiers Valley Road Brevard, NC 28712 828-884-2171, Option 4 o Cummings Atlantic performed a generator load test per the manufacturer's specifications of the new generator. Testing was successful and the startup and automatic transfer switching of the generator were performed successfully. Cummings Atlantic and Instrulogic generator start up and operational training. o Electricians installed a 10' section of ground rod outside the building and beneath the radio antenna for the antenna grounding kit installed by Instrulogic. o Installation of fencing, privacy slats, gates and locks were completed by Seeger's Fence Company to enable the facility to be locked and secured at the end of each day. City of Brevard Public Works Department 232 Cashiers Valley Road Brevard, NC 28712 818-884-2171, Option 4 o Universal Painting contractors completed the application of the final coat of paint to the interior walls and pipe of the pump station. o Training sessions by Wharton -Smith, Inc. and Instrulogic technicians were provided to City Collections Division personnel, maintenance staff and on-call employees which included the radio testing unit interface panel, start-up of the VFD (variable frequency drive) and starting the station pumps. o Testing was conducted on the diversion of flow from the Neely Road Pump Station to the new Equalization Tank during wet weather conditions. o Completion of punch list items continued. o Personnel demobilized from the site and performed site restorations as necessary. Pump Station Temporary Start Up o The city received a period of sustained and heavy rainfall on October 23, 2017 at which time the Gallimore Road Lift Station discharged. During this time, the existing (old) Neely Road Pump Station reached a high level and this was deemed a good opportunity to further test the new pump station. o With the approval and assistance of Wharton -Smith, Inc. and city maintenance personnel, the old station pumps were shut down and the new pump station pumps were placed into service. The new pumps and technical equipment worked correctly, and as a result, the Neely Road station did not discharge during this event, though the rain gauge at the station registered 6.5" of precipitation. o Heavy rain with flooding conditions occurred again on October 28, 2017 at which time Collections System and maintenance personnel assisted an inspector with CDM Smith with the start-up of the new lift station pumps and monitoring flows of the new lift station. This temporary start-up of the station provided personnel and equipment experience of the station's ability during high flow events. City of Brevard Public Works Department 232 Cashiers Valley Road Brevard, NC 28712 828-884-2171, Option 4 Kings Creek flooding along Neely Road on October 23, 2017. o Public Works personnel assisted Wharton -Smith, Inc. with the following: ■ Video inspection of 280' of 18" sewer main from an unassigned manhole beside scales to manhole #LO -001 to verify condition of the pipe following the completion of the new lift station construction. The pipe was found to be in good condition. ■ Video inspection of an existing 18" VCP (vitrified clay pipe) feeding the Neely Road Pump Station. ■ Removal of two (2) 3/" water taps temporarily used for the Neely Road Project construction trailers. The main line was excavated and two (2) %" water service lines were disconnected. Equalization Tank • Wharton -Smith, Incorporated progressed with the following: o Two (2) 6" water taps were installed to provide water to newly installed yard hydrants beside the tank. Three (3) sections of 6" water line were installed up the exterior wall of the tank for the water cannons. A new eye wash station was installed at the chlorine building with the location approved by City maintenance personnel. Plumbing for the water line to accommodate the station was installed and fully functional. Chlorine Building eyewash station installation. Interior conduit installation for eye wash station. o Personnel began filling the tank with water from the chlorine chamber on October 5, 2017. The interior floor of the tank was examined by a CDM Smith inspector for cleanliness prior to the start of filling the tank with water. ■ The top of the tank wall elevation is 2132.20'. ■ The tank reached fill elevation of 2129.20' and leak testing began the morning of October 21. City of Brevard Public Works Department 232 Cashiers Valley Road Brevard, NC 28712 828-884-2171, Option 4 Fs.p Fill elevation reached on October 21, 2017. ■ After 24 hours of testing, the test was declared a pass with documentation of a measurement of 1/8" of water loss which is an allowable loss from evaporation based on specifications and engineer's calculations. o Excavators began site restoration and finish grading around the exterior of the tank. Grading personnel backfilled and compacted soil around the base of the tank and up to the top of the tank footers which were not covered until completion of final leak testing. o Labor and grading crews completed the access road around the tank utilizing asphalt millings provided by the Public Works Facility. o Installation of the flow meter in the vault at the plant was completed and valves were opened to allow the test water into the tank gravity feed back into the headworks. Gravity worked properly with measurements of water obtained daily from the tank. o All materials and equipment no longer in use were removed from the job site. o Pre -Con contractors performed the following work: ■ Shot crete was applied prior to the permanent attachment of the 6" water cannon lines and stairs. ■ Concrete steps were built inside the tank at the 4 man -way opening. ■ A 3' wide elevated concrete walkway and hand -railing were installed around the upper perimeter of the tank. Hand rail installation atop the tank perimeter. ■ Cleaning and site demobilization began with the removal of equipment, supplies and materials no longer needed. ■ The final overcoat and sealant application of Thoroseal, a waterproof cement -based coating, was completed on the exterior of the tank. C o Technicians with Robertson Controls completed the installation of conduit along the access road, from the exterior of the chlorine building down to the Draw Down Station. T Conduit installation at Chlorine Building. o Required painting of the vault pipe, draw down station pipe and pipe inside the PRZ (pressure reducer zone) continued by Universal Painting contractors. o Survey crews from Ed Holmes and Associates began the lay -out of the new fence corners around the tank. Neely Road Force Main Air Release Valve Identification • Public Works Department personnel assisted the Resident Project Inspector for CDM Smith with measuring and photographing force main air release valve plates along the new 20" force main on Old Hendersonville Highway. Seven (7) air release valve lids were numbered for future identification along the pipeline. During a ceremony held in Raleigh, N.C. on November 16, 2017, a 2018 ACEC (American Council of Engineering Companies) Award of Engineering Excellence was presented to CDM Smith, Inc. reflecting work completed during the Neely Road Wastewater Improvements Project in 2017. The award represented the exceptional ability to overcome small town obstacles brought forth by aging infrastructure with the use of limited resources. Brown Consultants, PA accomplishments consist of the following items this quarter: Kines Creek Phase III • Dillard Excavating, Inc. continued with improvement of sewer main replacement projects during this quarter and included the following work: o French Broad Street between N. Broad Street and N. Caldwell Street ■ Replacement of 100' of 8" sewer main. ■ Installation of one (1) manhole. o French Broad Street at N. Caldwell Street ■ Replacement of 40' of 8" sewer main. ■ Installation of one (1) manhole. o French Broad Street between N. Caldwell Street and Salem Street ■ Replacement of 230' of 8" sewer main. ■ Installation of one (1) manhole. ■ Replacement of five (5) service taps for existing structures. o Restoration included filling of trenches with compacted stone. o A manhole site was restored on Lakeview Avenue with top soil, grass seed and straw. o Concrete sidewalks were repaired on Maple Street and N. French Broad Street for service line installation. • Public Works personnel assisted with the following: o Locate of existing 2" and 4" water mains on W. French Broad Street prior to proposed sewer main replacement beside French Broad Place. o Met with Dillard Excavating, Inc. to discuss proposed slip lining scheduled for completion in January, 2018, reference the Grove Street sewer main project. Kings Creek Phase III • Dillard Excavating, Inc. completed the following work along Duckworth Avenue: o Replacement of 340' of existing 6" sewer line with new 8" pipe. o Installation of two (2) new manholes. o Six (6) service line installations. o Trenches were restored with compacted stone and asphalt. 5. During the reported period, City Collections personnel performed the following inflow and infiltration improvements: • Video inspected 4,060' of sewer mains and service lines to determine condition, verify location or depth and in search of suspected inflow and infiltration sites or service line blockages.
