SUBJECT: Scoping Review of NCDOT's Proposed Bridge Replacement Project- B- 3864 (Johnston County)
In reply to your correspondence dated January 30, 2009 (received February 5, 2009) in which you requested comments for
the above referenced projects, the NC Division of Water Quality offers the following comments
Project-Specific Comments
1 Neuse River is class WS-V, NSW waters of the State DWQ is very concerned with sediment and erosion impacts that
could result from this project DWQ recommends that highly protective sediment and erosion control BMPs be
implemented to reduce the risk of nutrient runoff to the Neuse River DWQ requests that road design plans provide
treatment of the storm water runoff through best management practices as detailed in the most recent version of NC DWQ
Stormwater Best Management Practices
2 This project is within the Neuse River Basin Riparian buffer impacts shall be avoided and minimized to the greatest
extent possible pursuant to 15A NCAC 2B 0233
3 Any anticipated dewatering or access structures necessary for construction of bridges should be addressed in the CE It
is understood that final designs are not determined at the time the CE is developed However, the CE should discuss the
potential for dewatering and access measures necessary due to bridge construction
General Comments Regarding Bridge Replacement Projects
DWQ is very concerned with sediment and erosion impacts that could result from this project NC DOT
shall address these concerns by describing the potential impacts that may occur to the aquatic
environments and any mitigating factors that would reduce the impacts
If foundation test borings are necessary, it shall be noted in the document Geotechmcal work is
approved under General 401 Certification Number 3687/Nationwide Permit No 6 for Survey Activities
3 If the old bridge is removed, no discharge of bridge material mto surface waters is allowed unless
otherwise authorized by the US ACOE Strict adherence to the Corps of Engineers guidelines for bridge
demolition will be a condition of the 401 Water Quality Certification
4 Whenever possible, the DWQ prefers spanning structures Spanning structures usually do not require work within
the stream or grubbing of the stream banks and do not require stream channel realignment The horizontal and

The North Carolina Department of Transportation is resuming the project development,
environmental and engineering studies for a bridge replacement (Bridge #40) on US 70
Business over Neuse River in Smithfield, Johnston County (see Figure 1) The project is
included in the 2009-2015 North Carolina Transportation Improvement Program and
scheduled for right of way in fiscal year 2011 and construction in fiscal year 2012 The
project is located on the Selma USGS Quad It is anticipated a federally funded
Categorical Exclusion will be prepared for this project in accordance with the National
Environmental Policy Act
The project was previously placed on hold in 2004 At the time, two alternatives were
considered - one with a temporary detour on the north side of the existing bridge and
another using staged construction Local officials expressed a preference for the
alternative that uses staged construction, retaining two lanes of traffic open during the
construction In recent years, a new building was constructed within the footprint of the
staged construction alternative A third alternative will be prepared to avoid the new
building
We initially requested scoping comments on October 23, 2002 and the comments
received are on file We would appreciate any additional information you might have that
would be helpful in evaluating potential environmental impacts of the project If
applicable, please identify any permits or approvals that may be required by your agency
We would appreciate receiving your response by February 27, 2009

The bridge replacement is necessary to maintain the safety of those traveling this route as
the existing structure is nearing the end of its useful life The existing bridge is structurally
and functionally deficient and has a sufficient rating of 42 compared to a rating of 100 for a
new structure The bridge is not a candidate for rehabilitation

An Ambient Water Quality Monitoring Site and USGS gage is located at the east end
and south side of the existing bridge
US 70 Business is designated as a Hurricane Evacuation Route
Community Facilities located in close proximity to the locally popular Little Brown Jug
restaurant, the National Register-eligible Neuse Little Theatre (formerly the American
Legion Hall), and a new office complex on the corner of US 70 Business and North
Front Street
The Neuse River Walk greenway runs along the Neuse River, under Bridge #40
Facilities along the greenway include picnic tables, a boat ramp, and an amphitheater
Smithfield officials plan to expand the greenway to the west side of the Neuse River,
using a multi-use path on the proposed bridge to connect the two greenway trails
Sewer lines are located on both sides of the Neuse River in the proximity of the existing
bridge with a crossing underneath the river approximately 150 feet south of the bridge
