The applicant is proposing the recreational park which will include ball fields and tennis courts. The development will impact .03 acres of RPW in two locations for road crossings in order to gain access to the site. Ocean Isle Beach Park contains 4.82 acres of isolated, non jurisdictional wetlands on site which the Corps has previously approved. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Impacts to wetlands were completely avoided and the only proposed impacts are to a ditch classified as Relatively Permanent Waters. This feature spans the entire length of the site, so impacts could not be completely avoided. One crossing is placed at an existing crossing to minimize impacts. Only 0.03 acre of impacts to an RPW is proposed. A pedestrian footbridge will be elevated over the RPW in another location to further minimize impacts. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Construction will include a series of silt fences around jurisdictional areas to control sediment erosion. Because of this, impacts will be strictly limited to the above mentioned acreages. 2.
