Project setting
The North Carolina Wildlife Resources Commission (NC WRC), C/o Tommy
Hughes, has requested that the attached application be processed under the Express
Permit Review Program.
The project site is located north of NC 33 at the Campbell Creek Waterfowl
Impoundment on the NC WRC Goose Creek Game Lands near the Town of Aurora in
Beaufort County, North Carolina. The impoundment is bordered by Snode Creek to the
north, Campbell Creek to the south, and Goose Creek to the East. The impoundment
encompasses 314 of the 503.6 acres within the tract. The site has a total of 33,283' of
shoreline abutting Snode, Campbell and Goose Creeks. The project area is an
approximately 2,000' section of the dike along the Goose Creek shoreline. The
impoundment dike in this area has a base width of ±20' and a top width of ±10' and is
separated from Goose Creek by Coastal Wetlands. The Coastal Wetland varies from 0'to
250' wide and is vegetated with Soartina alterniflora, S. Cvnosuroides, Juncus
roemerianus, and S. patens. The dike is vegetated with scrub shrub and upland grasses.
The top of the dike averages 4' above the normal water level (NWL).
As previously stated, the project area is a section of the impoundment that abuts
Goose Creek and the Atlantic Intracoastal Waterway (AIWW) and is subject to severe
erosion from boat and barge. wakes as well as storm events. The applicant has
documented that as much as 80' of marsh has been lost since 1990. In several areas the
erosion has removed all marsh and the outer dike wall has begun to erode. These areas
(±150 linear feet) have been stabilized with granite riprap authorized by CAMA General
Permit No. 49485-B issued on 8 February 2008 to the NC WRC. While Submerged
Aquatic Vegetation (SAV) is prevalent in many areas of Goose, Snode, and Campbell
Creeks, the aggressive wake in this area has severely limited the growth of SAV along the
stretch of shoreline in the project area.
Goose Creek in this area is classified as SA;HQW;NSW by the Environmental
Management Commission and is open to shellfishing.
Project description
The NC WRC proposes to stabilize the outer dike wall by installing 2,002.18' of
articulating concrete matting. The matting is 8' wide and varies in length depending on
slope and height of the dike. The dike wall will be sloped were needed to accommodate

the matting. The toe of the mat will be installed immediately landward of and below the
marsh substrate. This installation will require the marsh to be excavated to allow the mat
to be toed in ±3' to ±7', and the marsh will be replaced on top of the matting with the root
mat down. The toeing in of the matting behind the marsh will result in a temporary impact
to the marsh of ±10,010.9 ft2. The existing 150' of riprap will be removed and relocated to
the ends of the proposed stabilization project as additional protection to the matting. In the
areas where the riprap is being removed, the matting will be placed 1' waterward of the
NWL and toed in ±2'. The upper end of the mat will be toed in along the top of the dike
and the upland disturbance for the project will be ±40,043.6 ft2. Material that has been
excavated from the dike face or marsh area will be placed on the top of the dike for
temporary storage until it is replaced. The applicant has stated that only 100' will be
disturbed at a time in an effort to reduce impacts to the site and surrounding wetlands.
The staging area for material will be the NC WRC owned loading area at the NC
304 bridge on the AIWW at Hobucken. Material will be brought from the staging area to
the site via barge. Only two barge offloading sites have been chosen at the impoundment
in an effort to reduce overall impacts to the site. These areas have the deepest water
closest to the shoreline. The barge will be grounded at the offloading site and the ramp
will be lowered onto logging mats that will be placed on the marsh to reduce impacts.
When not offloading material at the project area, the barge will be moored at the Hobucken
site in an effort to further reduce impacts to the nearshore area. The northern offloading
site (barge site #2) has ±2.4' of water depth at the waterward end of the barge and has
±40' of marsh to cross. The southern offloading site (barge site #1) has ±2.8' of water
depth at the waterward end of the barge and has ±35' of marsh to cross. The use of
logging mats at the offloading site should result in no long term impacts to the marsh.
Anticipated impacts
The project as proposed will result in the disturbance of ±40,043.6 ft2 of uplands as
a result of the development activities. The installation of the articulating concrete matting
will result in ±10,010.9 ft2 of temporary impacts to the Coastal Wetland area.
Approximately 134.49 ft2 of Creek bottom will be filled as a result of the matting replacing
the existing riprap in a 150' long area. The barge offloading area will result in a temporary
impact to the Coastal Wetland area of ±150 ft2. The total temporary impact to Coastal
Wetlands is ±10,160.9 ft2. The project as proposed will result in localized turbidity as a
result of the construction activities.

PROJECT DESCRIPTION: This proposal represents a plan to protect and enhance 314 acres
of Campbell Creek Waterfowl Impoundment.
Campbell's Creek Impoundment- NAWCA funded wetland enhancement project on NC Wildlife
Resources Commission lands (Goose Creek Game Lands) in Beaufort County, NC: 314 acre
impoundment in need of levee rehabilitation to restore levee integrity.
Water management is critical to managing impoundments and the ability to maintain water levels
on Campbell Creek Impoundment enhances productivity by stimulating desirable plant and
invertebrate growth, and reducing stagnant water conditions. Severe erosion from boat traffic and
storms has resulted in dike damage on Campbell's Creek impoundment. Continued erosion is
anticipated and will likely result in dike failure. As a result, approximately 314 acres of prime
waterfowl and shorebird habitat will be significantly reduced in value. This project will restore
dike integrity by installation of articulating cement matting to protect eroded areas of the dike.
As a result, threats to the east levee will be reduced and constant maintenance and expensive
repairs will be lessened significantly.
HABITAT TYPES AND WILDLIFE BENEFITTING: This proposal will largely affect
managed emergent estuarine habitat, a decreasing wetlands type. Enhancement of these wetlands
provides feeding habitat for many wetland dependent species including migrating and wintering
waterfowl in the Atlantic Flyway, neotropical migrants and other migratory and non-migratory
waterbirds. The proposed project site are located within the Goose Creek Game Lands, which
provide the highest quality managed habitat under state ownership for Northern Pintails and
American Black Ducks. Other important waterfowl species that will benefit from this project
include American Wigeon and Gadwall. All species will use the area for both migration and
wintering habitat. In addition, the area is at the southern end of the breeding Black Duck range
and this species nests at the proposed sites. Other wetland dependent species that will benefit
include yellow rail, marbeled godwit, and semi-palmated sandpiper, which use exposed mudflats
for foraging and resting areas, especially in spring. Pied-billed grebes and Forster's terns will
benefit from enhancement of breeding and forging habitat. Campbell's Creek impoundment is in
danger of being permanently lost due to levee failure. The proposed levee protection work will
serve to "secure" habitat for bald eagles, wood storks, American alligators and diamondback
terrapins.
PUBLIC BENEFITS: The large acreage of public lands in the project area, which is part of the
Goose Creek Game Lands managed by North Carolina Wildlife Resources Commission, attracts
large numbers of people seeking wildlife-based recreation. This recreation includes hunting,
fishing, trapping, birding and other wildlife observation.
CONSTRUCTION TECHNIQUES: The project consists of the installation of articulating
concrete matting along a section of levee as shown in the plans. This work will also require the
re-shaping of the existing levee and slopes as shown in the drawings. Once the toe of the slope is
excavated to allow the matting to be placed in order to obtain the needed depth for toe protection
and to prevent scour, all existing material will be placed back in the same location and graded to
existing elevations. After construction is complete the entire disturbed area will be seeded for
additional protection.
At this time, we anticipate the contractor will regrade the levee and slopes in the locations where
the articulating concrete :matting will be placed first, then barge the matting to the site as needed
for installation. We will only allow the contractor to prepare a maximum of 100 linear feet of the
toe slope at a time before he will be required to place the geo-textile fabric and matting on the
prepared area. At no time during the construction phase should there be more than 100 linear feet
exposed toe slope without protective matting installed on it. During construction we anticipate
the use of two track-excavators, one small dozer, one rubber tire front-end loader, one barge and
other miscellaneous equipment as needed. All equipment will be store on the levee or other
upland areas, with the exception of the barge. The barge will be located at the two sites located
on the drawings or at the existing loading area owned by the NCWRC along the ICWW near the
HWY 304 bridge.
Due to the fact that all equipment and some materials will have to be barged to the site, the
contractor will have to cross wetlands in order to get from the barge to the existing levee. These
areas have been identified in the field because of the shortest distance from the waterbody to the
existing levee and shown on the plans. Every effort will be made to position the barge as close to
the existing levee as possible without impacting shallow water habitat or scouring the bottom
from the propeller wash. Additionally, wooden mats will be placed on the ground to prevent
damage to the wetlands and help support the loads.

The purpose of this project is to stop shoreline erosion that is threatening the levee on the east side of Campbell Creek
Waterfowl Impoudment. Since 1948, as much as 80' of marsh has been lost. The large majority of loss has occurred during
the 1990's as a result from various storms. In addition, large boat traffic on the ICW has impacted the shoreline. Currently,
the shoreline has migrated in several locations to the existing toe of the levee. Recent storms and boat traffic have eroded
the levee toe and now require continually maintenance. By hardening the levee toe in the area subject to further shoreline
erosion, the intreguity of the levee can be maintained while not impacting management of the area.
Campbell Creek Waterfowl Impoundment is part of Goose Creek Game Land. It is one of six impoundments on this game
land that were constructed in the 1960's-early 70's for the purpose of providing critical habitat for waterfowl while providing
mosquito control benefits. Management on this impoundment cycles from moist soil to SAV's and is driven by water level
management. Habitat created is extremely beneficial to migrating and wintering waterfowl, migrant neo-tropical birds,
migrating and nonmigrating waterbirds and various species of reptiles, amphbians and furbearers. This impoundment is part
of the WRC public waterfowl hunting areas and is controlled through special regulations and limiting hunter numbers.
After this project is completed, management will continue as in the past; however without the constant fear of dike breaches,
and continually repairs that are extremely difficult and expensive.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
At this time, we anticipate that after installation of sediment and erosion control devices, the contractor will regrade the levee
and slopes in the locations where the articulating concrete matting will be placed first, then barge the matting to the site as
needed for installation. We will only allow the contractor to prepare a maximum of 100 linear feet of the toe slope at a time
before he will be required to place the geo-textile fabric and matting on the prepared area. At no time during the construction

In areas where the waterbody is over 10' from the excavation Track excavators, dozer, rubber tire loader, and a barge
areas, the material will be stored on the toe of the levee. No
excavated material shall be left stored after construction has
ended for the day. The contractor will place concrete matting
after excavation has been perform and immediately restore the
area before leaving the site that day or before progressing down
the levee during construction.
In areas where the waterbody is within 10' of the excavation area,
the material will be stored on the slope or top of the existing
levee. No excavated material shall be left stored after
construction has ended for the day. The contractor will place

The contractor will not be allowed to prepare no more than 100
linear feet of existing levee prior to place of concrete matting
and backfilling with existing material.
Silt fence will be installed between the area of excavation and the
waterbody. Additionally, all disturbed areas shall be
immediately seeded for stabilization.

Due to the fact that all equipment and some materials will have
to be barged to the site, the contractor will have to cross
wetlands in order to get from the barge to the existing levee.
These areas have been identified in the field because of the
shortest distance from the waterbody to the existing levee and
shown on the plans. Every effort will be made to position the
barge as close to the existing levee as possible without
impacting shallow water habitat or scouring the bottom from the
propeller wash. Additionally, wooden mats will be placed on the
ground to prevent damage to the wetlands and help support the
loads.
