The Town of Forest City would like to request the renewal of its Riverstone Industrial Park Wastewater Treatment Plant, NPDES
Permit Number NCO087084 The Riverstone WWTP has seen a significant change of its Influent flow since the last permit renewal
The American Zinc Products Plant (formerly The Horsehead Corporation) idled its zinc processing operation which included all
production during the first quarter of 2016 At the present time, the American Zinc Products plant continues to employee an
administrative staff of approximately forty employees working toward a goal of correcting the problems and issues that were
encountered during the initial startup They have plans of restarting the production operations of the plant sometime midyear of
2019
The Sludge Management Plan for the Riverstone WWTP is to pump and haul any sludge and transport by pumper truck to the Town
of Forest City WRF, Permit Number NCO025984 and be introduced into the Influent waste stream (See included Flow Diagram)

The treatment train for the 0.05 MGD wastewater treatment plant consists of a bar
screen, flow equalization basin, sequencing batch reactor unit, chlorine disinfection,
dechlorination, and discharge to the Broad River. The plant is designed for 85% BOD and
TSS removal and has no nitrogen or phosphorus limits, although it does have monitoring
requirements. Sludge is wasted to a sludge holding basin for transport by truck to the
Forest City WWTP (NC 0025984) for dewatering by belt press, line pasteurization, and
disposal as Class A biosolids.
