Pretreatment Annual Report
Narrative
General Information:
This Pretreatment Annual Report covers the period of January 1, 2017, through
December 31, 2017.
• AT, LTMP, HWA, SUO, ERP, IWS and Permits are all up to date.
• The information on the Pretreatment Program Information Database is correct.
• No Permits have lapsed or expired prior to renewal.
• We have one new CIU: Duke Energy
• There have been no program changes.
SIU Information:
Karastan Rug Mill
One Notice of Violation was issued to Karastan for 2017. Karastan failed to meet their
Effluent flow limits for April 23, 24, and 25 2017. The flow for one day (24hrs) limit is 1.2 MGD
maximum per permit. The flow on April 23, 2017 was reported as 1.606, on April 24, 2017 it was
reported as 2.325, and on April 25, 2017 it was reported as 9.387 MGD. This was caused by a high
rain event. No civil penalties were assessed.
Well McLain
One Notice of Violation was issued to Weil McLain for 2017. This is a single event
violation for pH which took place on November 14, 2017, in accordance with the City's
Enforcement Response Plan. Weil McLain will test and record the pH from the paint pit on
operational days, they have the ability to stop the flow from entering the waste stream if they
find readings out of specification. No civil penalties were assessed.
Duke Energy
One Notice of Violation was issued to Duke Energy for 2017. Duke Energy failed to meet
their Effluent Limits and Monitoring requirements for their permit. On June 20, 2017 Duke
Energy exceeded their daily maximum limit for Molybdenum. The results were 0.848 mg/L, and
the daily max is 0.10 mg/L. Since then their permit has been modified to where their daily
maximum limit for Molybdenum is 1.0 mg/L. No civil penalties were assessed.
Waste Reduction
In an effort to minimize waste, the City of Eden continues to operate a central
community Recycling Center, along with six remote deposit sites. Leaf composting and wood
debris mulching operations continue. The WWTP continues to land apply residual bio -solids on
local farms.
Industrial User waste reduction activities are summarized below:
Karastan Rue Mill, Permit No. 1005: Participates in the following waste reduction
activities. W39, W51, W72, W74, and W75.
Weil McLain, Permit No. 1012: Participates in the following waste reduction activities.
W19, W29, W34, W51, and W52.
